H. E. The Minister of Public Works Sr. Gastão Francisco de Sousa and H.E. the Ambassador of Australia, Mr. Peter Doyle, will officially open the Kick-off Workshop for the development of a Rural Roads Master Plan for Timor-Leste on 4th June 2014 at 8:30am at the Ministry of Public Works, Corporate Services Offices in Dili. Invited participants for this official function include representatives from various ministries and government agencies, the private sector, civil society, donors, NOGs and other development partners

R4D is a program of the Government of Timor-Leste, implemented by the Ministry of Public Works which started in March 2012 to lead all rural road rehabilitation and maintenance activities in Timor-Leste in terms of planning and delivering quality rural road works. R4D receives financial support from the Government of Australia and technical assistance from the International Labour Organization (ILO).

The development of a Rural Roads Master Plan (RRMP) is one of the key outputs of R4D. Once finalized, the RRMP will be the main document for the Government of Timor-Leste to guide investments in the rural roads, in line with the priorities and aspirations of all concerned stakeholders. The value of the RRMP will reach well beyond the operations of the Ministry of Public Works. It will be a national document that reflects the desires of the People and the Government of Timor-Leste

As the Government of Timor-Leste - through the MPW – launches today the start of the development of the Rural Roads Master Plan, it is the Government of Timor-Leste’s aspiration that the RRMP, once completed, will result in an improved efficiency and effectiveness in the delivery of investments in rural roads. “We are gathered today to start a process that will guide us in determining the future of our Rural Roads”. H.E. Gastão de Sousa, the Minister of Public Works said.

H.E. Mr. Doyle said the Australian Government was pleased to support the Government’s efforts and continued “'The Master Plan will help harmonise the inputs of different agencies and development partners into the rural road sector guided by the desires of the government of Timor-Leste. It will help align actions in the rural road sector with current government policy”.
