ILO – Kampung Halaman Foundation to launch disability video: SAME - Spaces, Opportunities and Treatment for Persons with Disabilities
In conjunction with the commemoration of the International Day for Persons with Disabilities, the International Labour Organization (ILO), in collaboration with Kampung Halaman Foundation (YKH), will organize a series of campaign activities titled “SAME: Spaces, Opportunities and Treatment for Persons with Disabilities”. The first of its kind, these videos are produced by persons with disabilities themselves in Jakarta featuring two important rights of persons with disabilities: rights to decent employment and public facilities.
JAKARTA (Joint Press Release): In conjunction with the commemoration of the International Day for Persons with Disabilities, the International Labour Organization (ILO), in collaboration with Kampung Halaman Foundation (YKH), will organize a series of campaign activities titled “SAME: Spaces, Opportunities and Treatment for Persons with Disabilities”. This campaign will use a participatory video in the format of video diaries on access to employment and public facilities for persons with disabilities. The video diaries will be launched by the Minister of Manpower and Transmigration, Muhaimin Iskandar, the Minister of Social Affairs, Salim Segaf Al Jufri, and the ILO’s Deputy Director in Indonesia, Michiko Miyamoto on Thursday, 5 December 2013, at Epincentrum XXI, Epicentrum Ground Walk, Jakarta.
The first of its kind, these videos are produced by persons with disabilities themselves in Jakarta featuring two important rights of persons with disabilities: rights to decent employment and public facilities. Using their own words and selection of scenes, these videos document daily lives, plights, journeys and hopes of persons with disabilities. These videos consist of two videos with a total duration of 30 minutes.
“The ILO trusts that these participatory videos will provide further awareness of disability and a sense of priority in the public, in particular among decision-makers. The ILO believes that such awareness will fight stigma and discrimination against persons with disabilities as well as the protection of their rights to decent employment and public facilities to realize the full and equal participation of disabled persons in all spheres of society,” stated Michiko Miyamoto, the ILO’s Deputy Director in Indonesia, commenting the launch of these participatory videos.
The production of these participatory videos have involved 19 participants with vision, hearing and physical disabilities. They have involved in the intensive workshops for one month in October. During the workshops, the participants independently in identifying their own experiences, difficulties, hopes and voices using a so-called video diary method.
“A video diary method is a method that can help participants recognizing their life experiences so that they can freely respond to them and turn these experiences into personal or group advocacy tools. We wish these videos will help removing all types of barriers faced by persons with disabilities, ranging from attitudinal, physical, social, economic and cultural, and will help the public at large to listen and understand voices and perspectives of persons with disabilities regarding their works and lives,” said Dian Herdiany, Chair of YKH.
The workshops began with efforts to identify problems and challenges that could be developed into stories. Together with the mentors, various methods to identify problems were used, such as role plays, group discussions and visual as well as non-visual research. From the identification of problems, the workshops continued with story development, introduction to audio visual recording equipments and production process (shooting and script writing). The workshops also involved family members, workplaces and surrounding communities to voice the concerns of persons with disabilities. “During the workshops, the participants have proved some stigma against them wrong. Participants with visual impairment, for example, demonstrated their talents in using video camera. Although they could not see, they have a strong sense of composition through sounds,” added Dian.
Although the workshops and video diary development process were conducted intensively within a month, the participants always demonstrated high spirit and enthusiasm. “The uniquness of these videos is that people with different disabilities should work together. It is really a life-changing experience and I wish that these video diaries could enhance awareness of the public at large, particularly decision makers, about disability,” exclaimed Yudhi Hermawan, the participant with visual impairment. Meanwhile, Laura Wijaya, the participant with hearing impairment, highlighted the important recognition of sign language. “Through these videos, I wish that the soceity have a better understanding about the importance of sign language for persons with hearing impairment.”
In addition to video diaries, voices and aspiration of the participants are also documented in a ‘behind the scene’. The launch of video diaries will be followed by an interactive discussion, presenting representatives of provincial government of DKI Jakarta, urban planning expert and companies, to to give voices to persons with disabilities and to enhance the awareness of the public and mass media regarding this issue.
After the launch, a series of activities will be held in Surabaya, Yogyakarta and Semarang, which will be destination cities for video viewings and discussions. In Yogyakarta, the video viewing will be conducted in conjunction with the Yogyakarta Documentary Film Festival. These activities will also involve participants who produced these videos.
These videos are developed by the ILO through the supports of the Better Work Indonesia (BWI), a unique partnership between the ILO and the International Finance Corporation (IFC), aims to improve compliance with labour standards and promote competitiveness in Indonesia’s apparel industry; the ILO’s Promoting Rights and Opportunities for People with Disabilities in Employment through Legislation (PROPEL-Indonesia) which is aimed to address gaps in policy and legislative protection on employment and training of persons with disabilities to ensure they are consistent with international standards; and the UN partnership to Promote Rights of People with Disabilities in Indonesia (UNPRPD) aims to adopt advance policies on rights of people with disabilities promoted through stronger disability institution and improved disability data collection.
