ILO-Bappeda to identify constraints to employment growth in Gorontalo

The International Labour Organization (ILO) and the Provincial Development Planning Agency (Bappeda) in Gorontalo will organize a workshop on Employment Diagnostic Analysis (EDA) from 21 – 23 February 2012 in Gorontalo.

GORONTALO (Joint Press Release): The International Labour Organization (ILO) and the Provincial Development Planning Agency (Bappeda) in Gorontalo will organize a workshop on Employment Diagnostic Analysis (EDA) from 21 – 23 February 2012 in Gorontalo. The workshop is aimed to identify the main challenges and opportunities for increasing productive employment in Gorontalo and to build capacity in employment diagnostic analysis among policymakers, social partners and academia as part of the efforts to boost employment growth in Gorontalo.

The workshop is also envisaged as a highly interactive exercise where the participants will take active part in identifying the main constraints to productive employment and the causes of these constraints. The outcomes of the workshop will subsequently provide a basis for a discussion on priorities for policy making, with a view to promote productive employment creation in an inclusive and sustainable manner at both the provincial and the district level. The workshop is undertaken within the frame of a project on ‘Promoting Inclusive Job-Rich Growth’ based in Geneva and funded by Swedish International Cooperation Agency (SIDA).

The ILO has piloted the EDA in Kupang (18-20 January 2011), Surabaya (04-05 April 2011) and Ambon (11-13 April 2011) in corporation with the local governments and social partners. Following the success of the pilot workshops, the National Development Planning Agency (Bappenas) and the ILO co-organized a national workshop on EDA to share the methodology and the outcomes of the pilot projects in the three provinces in Jakarta on 07 October 2011. Panellists consisting of representatives from the Government, social partners and an independent research institution concluded that the methodology is useful and applicable to other provinces.

Bappenas has selected the Gorontalo province as the first province that an ILO-ITS joint team will implement an EDA workshop this year in response to a request made by Dr. Winarni Monoarfa, Secretary of the Province, who attended the national workshop at Bappenas.

"The workshop is expected to produce an output that can bring major changes in the field of employment in the province of Gorontalo," said Vice Governor Idris Rahim. Gorontalo province is currently formulating the Medium Term Regional Development Plan in 2012-2017.

Meanwhile, Dr. Winarni Monoarfa, Secretary of the Province, said "outcome recommendations of the Employment Diagnostics Analysis workshop will later be used as an input to the regional development programs 2012-2017 in the field of labour".

Considering a vast geographic area of Indonesia and diverse socio-economic conditions, Peter van Rooij, Country Director of the ILO in Indonesia, believes that “adequate employment policies shall differ reflecting the conditions of a province”. While policymakers at the national level play pivotal roles in generating ground designs of development and guiding provinces, policymakers at the local level need to analyze issues that confront their localities and formulate suitable policies to address them.

“The identification of critical constraints to inclusive job-rich growth can help the local government of Gorontalo in formulating employment policies that can effectively address these issues at the provincial level,” said Dr Per Ronnas, Senior Employment and Development Specialist based in ILO Geneva, who is in charge of the ILO’s Promoting Inclusive Job-Rich Growth Project.
