ILO Baseline survey found more than 600 children (boys and girls) working in rubber plantation sector, owned by public as well as private companies in Central Tulang Bawang Sub-District, West Tulang Bawang District, Lampung. These chil labourers are exposed to several hazards in their works and most of them are drop out from school.

To respond the issue, the action programme with LADA will withdraw 300 child labourers (boys and girls) and prevent 150 children (boys and girls) in the sub district through three approaches. First approach is to encourage all stakeholders in the district to understand, commit, and actively be involved in efforts of child labour elimination in plantation sector. This will be done through several campaign, workshop and discussion activities.

The second approach is to provide services for targeted children with various educational and recreational activities in children centre, bridging course, remedial course, vocational training, non formal/formal education, life skill education, apprenticeship and entrepreneurship development activities. The children will also benefit from referral system to be developed when they need to continue education. All beneficiaries will be accurately recorded and regularly monitored through Direct Beneficiary Monitoring and Reporting (DBMR).

The third approach is to improve awareness and knowledge on hazardous work of the child labourers themselves, parents and employers that will be done as part of community based child labour monitoring activities.

The main action programme’s objective is to contribute to elimination of worst forms of child labour in Indonesia, especially in Lampung.

The main objective is going to be achieved through number of immediate objectives:

1. All stakeholders in West Tulang Bawang will have understood and actively involved in all efforts to withdraw children especially from plantation sector through education services;

2. At the end of action programme, 150 children (50 per cent boys and 50 per cent girls) will have been prevented and 300 children (50 per cent boys and 50 per cent girls) will have been withdrawn from world of work in plantation sector;

3. People’s awareness and knowledge on hazardous work in plantation sector for children will have been improved after monitoring visits and other information dissemination activities.

Lampung Tengah District consists of 27 sub districts with gross education participation rate of 91.85 per cent for Junior Secondary level. In 2008/09, a total of 271 SMP (Junior Secondary) students dropped out of school and 144 of them dropped out from 7th grade. Although the gross participation rate is generally high in the District, some of sub districts still have a gross participation rate between 85 per cent - 87 per cent such as Seputih Mataram, Bekri, Way Seputih, Bandar Surabaya and Rumbia. The District has 10 Open Junior High Schools with a total of 1,204 students. In Lampung Tengah District, according to a baseline survey conducted in 2008, there are more than 700 children involved in the plantation works, especially palm oil .

Pre-Vocational Skill training is currently being provided throughout Indonesia by the Ministry of Nationa Education. The Ministry of National Education has selected 2,000 schools throughout the country, and these schools have begun implementing a relevant programme. This action programme will expand a model of pre-vocational skill trainings in Junior High Schools, which are currently not supported by the government. This Action Programme sets out to prevent children from dropping out and entering the world of work by strengthening the relevance of education to the needs of the children and to the local needs.

Five strategies will be applied in this action program as the following:

1. Training to capacitate teachers/tutors to implement programme in the selected schools

The implementing agency will organize a six-day workshop on the training for teachers/tutors on Pre-Vocational Skill Programme for approximately 30 teachers/tutors from the selected schools with the following expected outputs:

a) Teachers/tutors would understand children’s rights and how to protect children’s rights within the school environment and how to prevent children from becoming child labourers;

b) Teachers/tutors would understand how to implement the pre-vocational skill programme as an extra curricular activity using student-centred learning methods, and

c) Teachers/tutors are capable in developing pre-vocational skills activities in school.

The training will also inform teachers/tutors about national and international legal standards on child labour. A monthly meeting with the teachers/tutors will also be orgnized to discuss progress and problems in implementing the programme in order to strengthen the schools in implementing the pre-vocational skill programme.

2. Implementation of the pre -vocational skill programme at the school level

The pre-vocational skill programme to be implemented comprises 72 learning hours to be delivered in one semester. The programme consists of personal and social skills (36 learning hours) and vocational skills (36 learning hours). The program will be provided as an extra curricular activity, personal development, or as a local curriculum. To strengthen the above personal and social skills, the schools will have to integrate the life skills education from the 3R Trainers’ Kit as part of the components to be delivered. These life skills are needed to empower children so that they can protect themselves from the worst forms of child labour such as working on plantations.

3. Direct Beneficiary Monitoring and Reporting (DBMR)

The direct beneficiaries targeted by this AP will be monitored and reported by using the project DBMR system.

4. Ensuring healthy and safe learning places for child beneficiaries

The implementing agency will ensure that the learning facilities rented by the action programme are conducive to the physical well being of the children and that the learning environments under direct control of the action programme are secure and promote the protection and mental and emotional well being of learners.

5. Advocating lessons learned from implementation of the pre-vocational programme to other schools and stakeholders in the District.

A one day district level workshop with relevant stakeholders (Education Council, Commission in the local parliament which work on education issues and others) will be organized to share and discuss good experiences and lessons learnt from the action program implementation. The workshop is meant to advocate the replication of the model to other schools in Lampung Tengah District and the Implementing Agency will follow up recommendations of the workshop as in accordance with its mandate. The workshop’s recommendation will be also be used to develop the education planning program at the district level.

There are three immediate objectives of this action programme:

  • 450 children (50 per cent girls and 50 per cent boys) aged between 13-14 years old are prevented from dropping out of school and from engaging in child labour on plantations through the provision of pre-vocational skills programmes.
  • Experiences and lessons learnt are shared with the relevant parties in the District.
  • Database available on children at risk who have received benefits from the action programme.

IPEC in collaboration with the Institute for Organizational Development and Research (IPOR), conducted a baseline study on Child Labour in Plantation areas in Lampung in 2008. The study indicated that children involved in two types of plantations i.e rubber and palm oil. The rubber plantations are usually far from the residential areas, therefore workers, especially children, are working in isolated places where looking for help is difficult when faced with problems such as sexual harassment. Poor quality education and a low availability of school facilities contribute to the supply of children to the plantation sector. Many of these child labourers are children of poor adult plantation workers.

To support the implementation of the second phase of the NPA, the Federation of All Indonesia Education Trade Union, Lampung Office, will provide educational services to children at risk in order to prevent them from engaging in CL on the plantations.

Seven strategies are applied to this action programme:

1. Preparation

On this preparation stage, the implementing agency will organized a one day meeting for all action programm staff to discuss the action programme summary outline in order to build thorough comprehensive and understanding of all action programme activities and followed by a one day training on Direct Beneficiaries Monitoring and Reporting System.

2. One day meeting to discuss child labour problem and efforts to eliminate it in Lampung Province for board members of the Federation of All Indonesia Education Trade Union from Provincial level (Lampung) and from District level (Central Lampung)

This meeting is meant to build commitment by all members of the board for the elimination of child labour in Lampung Province in general and in the implementation of this action program in particular. The IPOR and DAMAR, one of IPEC partners, will inform participants of the meeting on child labour in plantation sector and child domestic labour in Lampung. The Lampung Provincial Action Committee will present information on the program for elimination of child labour in Lampung in general. The Programme Coordinator will present the details of the action programme and its implementation plan to get feedback from the member of the board.

3. Information on action program progress is provided to members of the board of the Federation of All Indonesia Education Trade Union in Lampung, Central Lampung and in the national office in Jakarta

Newsletters concerning the implementation of the action programme and other relevant information on combating child labour such as child trafficking issue which is one of the child related problem in Lampung Province will be published and will be sent to member of the board. These information is expected to raise awareness of the problem and to motivate members in taking action to prevent child trafficking.

4. Identification of children who will receive the education interventions

The implementing partner in consultation with local education office will select some schools attended by many children of the plantation workers in Lampung Tengah District of four villages. From these selected schools, the implementing partner will identify children from the poor household to whom education aids will be provided. To select the children, the implementing partner will develop a set of criteria in consultation with the ILO-IPEC and the selected schools.

5. Assessment of the children’ needs of education aids

The action programme staff will visit the families of children that have been identified to verify whether the children indeed come from the poor families and if the families prove to be poor families, the action programme staff will immediately assist them with the need of educational supplies such as school fee, shoes, uniform, text book and school stationary. The initial status of the eligible children that received education aids, will be filled in the the Direct Beneficiary Monitoring and Reporting (DBMR) form for prevention activities

6. Channeling education aids to children

Assessment results of the education needs and the initial status will be analysed to base the provision of education aids which could take forms of provision of school fee or other education neccecities. Education aids will not be provided in form of cash but in natura. If what is needed is the school fee, the fee will be paid directly to the schools.

7. Home visit and increasing awareness of parents on child rights, importance of education and child labour

Home visit will be conducted to meet children’s parent to increase the awareness of the parents on child rights, importance of education and child labour threats. The implementing partner will develop a form to record and report the home visit process and results.

8. Direct Beneficiary Monitoring and Reporting (DBMR)

The direct beneficiaries targeted by this AP will be monitored and reported on using the project DBMR system.

The immediate objectives of this action programme are as follows:

  • Knowledge of the board members of the Federation of All Indonesia Education Trade Union in Lampung and Central Lampung on child labour would have been improved.
  • 550 at risk children have been prevented from CL on plantations in Central Lampung District.
