Training materials

As IPEC has continued to design and test child labour monitoring initiatives, a number of training materials have been developed and are available for use by IPEC staff and partner agencies. The training materials must be applied to fit the development context and the starting point in question.

4.1 The CLM training manual

The CLM training manual comprises of 4 workshops for CLM orientation and design at various levels and skills training for child labour monitors. Guidance on the CLM training process and the content and purpose of the CLM workshops is provided in the document How to use the CLM training manual.

Workshop 1: CLM national orientation workshop

Includes two resources:

This workshop is aimed at national child labour steering committees. The main purpose of the workshop is to build agreements and commitment to support CLM at the national level.

Workshop 2: CLM initiation workshop

Includes two resources:

This workshop is aimed at potential members of CLM coordinating groups. The main purpose of the workshop is to plan action to be taken to prepare for setting up the CLM process in the locality.

Workshop 3: CLM design workshop

Includes two resources:

This workshop is aimed at actual CLM coordinating groups. The main purpose of the workshop is to plan and design how the CLM process will operate.

Workshop 4: CLM training workshop

Includes two resources:

This workshop is aimed at potential child labour monitors. The main purpose of the workshop is to provide child labour monitors with the skills and knowledge necessary to prepare for, conduct and follow-up monitoring visits. The CLM training workshop is presented in modular form, with specific modules on topics such as: Introduction to being a Child labour monitor, Forming monitoring teams, Monitoring skills – Interviewing children, Monitoring skills – Withdrawal and referral.

4.2 The CLM Labour Inspection workshops

The Child labour workshop for Labour Inspectorates, other enforcement agencies and key partners on building capacities to address and monitor child labour include the Trainer’s Manual.

In this workshop, participants focus on:

  • Determining key elements of an integrated strategy to combat child labour and their roles in implementing such a strategy
  • Planning how to better cooperate and coordinate with other actors and agencies
  • Drawing up a preliminary child labour policy to address and monitor child labour

4.3 The Training of Trainers Notebook

The CLM establishment notebook consists of two workshops: The 3-day establishment workshop and The CLM training of trainers (TOT) workshop.

The 3-day CLM establishment workshop is based on learning and recommendations from the Bangkok 2005 CLM workshop, where IPEC staff from the Asia and Pacific region clarified CLM concepts, how to use the CLM training manual, and shared experiences from others in the region at different stages in the CLM process. This three day CLM establishment workshop includes sessions chosen by those participants to ensure that staff in a region come together to share experiences, transfer knowledge about CLM gained from failures, successes, insights, overcoming obstacles, and evolving ways to deal with country specific situations vis a vis establishing the child labour monitoring in their country. This workshop also prepares participants for the CLM training of trainers (TOT) workshop by introducing them to the CLM training guide workshops and content.

The CLM Training of Trainers (TOT) workshop should be able to be followed by seasoned facilitators comfortable with the “card and chart technique”, planning, organizing, conducting, documenting and following up on workshops. Participants attending the workshop should have training experience and in it review basic training skills and methodologies while practicing sessions from the CLM training guide so that they can begin to adapt and deliver entire CLM workshops or specific sessions or days that fit their country-specific needs.
