Human resource development for skills improvement and labour utilization

The event is organized by ILO and Ministry of Labour, Invalid, and Social Affairs with the aim to promote coordination between vocational training and the labour market together with participation of industry and the private sector in the vocational training process.

Viet Nam is a case example of a success story in terms of economic and social developments achieved since Doi Moi, with remarkable results accomplished in reducing poverty and raising living standards. With an estimated population of 94 million in 2018, there are still however a number of challenges faced by workers in the labour market. The proportion of trained workers still remains low; the skills supply has not adequately met the demands of the labour market; the coordination mechanisms between national and local levels, vocational training suppliers and the labour market have remained limited.

In this context, the Government of Vietnam has affirmed human resources development as critical for increasing the country’s overall competitiveness, emphasizing the need for strong coordination between vocational training and the labour market together with participation of industry and the private sector in the vocational training process.

In this context, the Ministry of Labour, Invalids and Social Affairs (MOLISA) in collaboration with the ILO will organize a national conference on " Human resource development for skills improvement and labour utilization”. The objectives of the conference are specifically
  1. to identify the framework and key players for the coordination between vocational training and the employment and labour market policies;
  2. to provide recommendations and solutions to better connect technical and vocational training with human resource development and
  3. to expand the cooperation between stakeholders involved in human resource development.
