Technical Meeting on Improving Strategic Compliance through Labour Inspection including through the development of an Information Management System

A planning meeting with participation of labour inspectors at the central and local levels to reach consensus on the coming cooperation and explore the feasibility to develop an information management system for the labour inspectorates

In the context of labour law reform and complicated compliance challenges in the changing world of work, it is crucial that necessary resources and capacity building efforts are timely provided to effectively ensure the enforcement of the new legal provisions through the inspectorate. To better prepare for the changes, the International Laboru Organization (ILO) is supporting Ministry of Labour, Invalids and Social Affairs (MOLISA) and social partners with a series of technical cooperation activities to enhance the capacity and effectiveness of Labour Inspection system including the improvement of the labour inspection information system. This meeting in one of the effort to reach consensus on the coming corporation and explore the feasibility to develop the information system for the labour inspectorates. The meeting was attended by 20 labour inspectors at the central and local level together with management staff from the Better Work Viet Nam and the ILO Ha Noi.

At the meeting, MOLISA and DOLISA inspectors have obtained an overall understanding about the support from the ILO to promote compliance via labour inspection. Within one day, the participants have worked together actively to visually map out the labour inspection workflow as a basis for better understanding of the inspection procedure. The workflow identification is the first steps toward the development of a case management system to be used by labour inspectors in near future. Moreover, they are introduced to the ILO methodology on strategic compliance planning, which is a tool used by labour inspector to gain workplace compliance voluntarily and sustainably.
To close the meeting, Mr Nguyen Tien Tung, MOLISA Chief Inspector reiterated the effectiveness of the technical support from the ILO and committed to set up a case management software in collaboration with social partners as a way to improve the efficiency of labour inspection system of Viet Nam.
