A self-assessment method for social dialogue institutions. SAM-SDI

The self-assessment method for social dialogue institutions (SAM-SDI) has been developed by the International Labour Organization to help constituents analyse and strengthen the inclusiveness and effectiveness of their social dialogue institutions. The method is intended for social dialogue actors in all parts of the world and for institutions of various sizes, composition and mandate, and with different resource levels. It guides users through a series of steps, from taking the decision to undertake a self-assessment, through the process of assessing the inclusiveness and effectiveness of the institution to the development, implementation and monitoring of an action plan.

Industrial Relations and the Crisis: The Swedish Experience

This study highlights the resilience of the Swedish industrial relations system during the 2008 Great Recession – a period that was characterized by sustained industrial peace. The author contrasts this experience to the previous recession of the early 1990s, which led to major structural reforms, including the decentralization and individualization of the negotiation of wages and working conditions. The study emphasizes that Sweden’s recent success story cannot merely be reduced to the early fiscal consolidation measures taken during the 1990s. Instead, this success is linked to the country’s well-developed system of social dialogue and to the active involvement of social partners in policy-making.

The state and social partners working together: Germany's response to the global financial and economic

This study examines the role of social dialogue and collective bargaining in facilitating the so-called “jobs miracle” in Germany, which saw a drop in unemployment during the peak years of the economic and financial crisis. This was made possible through a combination of flexible use of collective bargaining and extensive labour market reforms to introduce more flexible forms of employment in the 2000s. In the absence of a formal structure for national tripartite social dialogue, the social partners were able to avail of “crisis summits” to stimulate dialogue on measures to stabilize the economy at the height of the crisis. These summits brought together representatives of government, employers’ and workers’ organizations, as well as of financial institutions, to agree on measures aimed at sustaining consumption and safeguarding employment.
