Productive transformation and sectoral policies during the COVID-19 crisis in El Salvador and Costa Rica

Employment policies that promote productive transformation are key to promoting job-rich growth. In this context, the current report reviews the past experience of two small open economies, Costa Rica and El Salvador, in introducing policies aimed at structural transformation, as well as how employment aspects have been included, and their lessons for employment-rich recovery strategies in a post-COVID-19 setting.

The purpose of this evaluation is to assess the ILO’s strategy for achieving a sector-specific approach to decent work as outlined in the 2010–2015 ILO Strategic Policy Framework. The point of departure for the evaluation was the strategy as described in the 2010–11 and 2012–13 Programme and Budget (P&B) and reiterated in the Outcome-based Workplan (OBW), taking into account the evolution of ILO strategy from the 2006–2007 and the 2008–09 biennia until 2012.

Guidelines on HIV and AIDS for the postal sector

The International Labour Office (ILO), through its Programme on HIV and AIDS and the World of Work (ILO/AIDS) and the Sectoral Activities Department (SECTOR), in collaboration with the Universal Postal Union (UPU) and UNI Global Union (formerly Union Network International) have contributed to the formulation of the present Guidelines on HIV and AIDS and the postal sector and participated in the implementation of the first phase of the campaign in the following seven selected pilot countries: Brazil, Burkina Faso, Cameroon, China, Estonia, Mali and Nigeria.
