COVID-19 and care workers providing home or institution-based care

The COVID-19 pandemic has drawn attention to the already overburdened and understaffed home and institution-based care sector in many countries. This brief highlights the challenges faced in the recruitment, deployment, retention and protection of sufficient numbers of well-trained and motivated care workers. Sustainable investment in health and social care systems, including in the workforce itself, and in decent working conditions are needed to ensure the preparedness and resilience of the sector in times of crisis and beyond. Ensuring that care workers, together with their employers and other relevant stakeholders have an opportunity to make their voices heard is critical if they are to play a full and active role in the global response to the COVID-19 pandemic.

It benefits both workers and employers by improving the long-term well-being of workers and their families, increasing productivity and performance, and reducing pressure on health, welfare and social security systems. Integrating HP measures into workplace OSH management systems enhances occupational health practice and contributes in building a global preventive culture.

This revised (2011) edition of the Guidelines for the use of the ILO International Classification of Radiographs of Pneumoconioses extends the applicability of the Classification to digital radiographic images of the chest, as described in a new chapter 6 (page 14). Chapters 1 through 5 are identical to those that appeared in the preceding (2000) edition of the Guidelines. That text remains applicable as written for classifying conventional film-screen radiographs and the associated sets of ILO standard radiographs remain available from the ILO.

Guidelines on HIV and AIDS for the postal sector

The International Labour Office (ILO), through its Programme on HIV and AIDS and the World of Work (ILO/AIDS) and the Sectoral Activities Department (SECTOR), in collaboration with the Universal Postal Union (UPU) and UNI Global Union (formerly Union Network International) have contributed to the formulation of the present Guidelines on HIV and AIDS and the postal sector and participated in the implementation of the first phase of the campaign in the following seven selected pilot countries: Brazil, Burkina Faso, Cameroon, China, Estonia, Mali and Nigeria.

Participatory training programmes are increasingly applied in Asia for supporting grassroots initiatives in informal economy workplaces to improve safety, health and working conditions. These participatory programmes are easy to apply and action-oriented, and focus on immediate improvement needs of informal economy workplaces. Workers in informal economy workplaces have identified and implemented practical safety and health improvements with the support from the participatory training programmes.
