Labour inspectorates, together with other public institutions and in collaboration with social partners, have long been active in addressing child labour and its worst forms through the combined use of advisory and enforcement actions. Despite these efforts, child labour continues to be a concern worldwide and, in most countries, inspectorates could leverage the action of other relevant players, among which are child labour monitors. Whilst many good practices of collaboration are recognised, it is also true that the synergies of these two mechanisms are not well known and thus there is the potential to improve collaboration.

This report summarises the main findings and evaluations from the workshop ‘Labour Administration Reforms and Innovations: Efficiency and Outreach’ held in Prague between the 8th and the 10th of December, 2015. The workshop was designed to develop synergies between academia, labour practitioners and ILO specialists in order to enhance the ILO knowledge base. In addition, the workshop sought to explore practical tools that could be used in technical cooperation activities in the field of labour administration.

The protection of the employment relationship, placed within the contract of employment, has been at the heart of the International Labour Organization’s agenda since the middle of the 1990’s. The employment relationship is the natural evolution of what previously represented the master-and-servant model. The employment relationship within the contract model operates as a framework for both the protection of workers and the guaranteeing of the exercise of fundamental rights at work.

Labour inspection sanctions: law and practice of national labour inspection systems

During the general discussion on labour administration and labour inspection at the 100th Session of the International Labour Conference in June 2011, delegates pointed out that labour inspection cannot be fully understood without considering the procedures for imposing sanctions or penalties. These procedures are necessary as a remedy for violations, while also acting as deterrent.
