It describes the journey, the ideas and the innovations that have emerged in a shifting global economic, social and political context. PWPs continue to be widely used and supported by the ILO an it is hoped that lessons that have been handed down will be useful in informing future policy-making and programme design.

For most workers in the informal economy, the lack of social protection is a challenge not only in their daily struggles to make ends meet but in their aspirations to obtain decent work, rights and dignity. For the societies in which they live, the lack of social protection coverage weakens social justice and undermines inclusive growth and the realization of human rights.

If workers and employers do not know what social protection schemes are available to them, what their rights and responsibilities are and how they can access such schemes, then social protection policies and programmes have little chance of succeeding. Limited access to information and awareness may significantly hinder the extension of social security.

This report examines how digital labour platforms are transforming the world of work and how that affects employers and workers. It focuses on two main types of digital labour platform: online web-based platforms, where tasks are performed online and remotely by workers, and location-based platforms, where tasks are performed at a specified physical location by individuals, such as taxi drivers and delivery workers.
