    Report of the Board of the Special Payments Fund

    The Special Payments Fund is a financial assistance fund for former ILO staff (or surviving spouses) who are United Nations Joint Staff Pension Fund beneficiaries. Assistance is based on financial need, in accordance with strict financial criteria that are set out in the terms of reference of the Special Payments Fund approved by the Governing Body. The annual report of the Board of Trustees of the Special Payments Fund was last considered by the Governing Body at its 335th Session (March 2019). This document is for information and decision. The Governing Body is invited to note the annual report of the Board and to amend the terms of reference as proposed by the Board (see the draft decision in paragraph 4). The proposed amendments are in the interest of administrative efficiency and clarity. They do not entail any additional cost

    This document provides an update on progress made on issues relating to ILO activities, including elimination of forced labour and freedom of association, establishment of an effective complaints mechanism and reform of labour legislation (see the draft decision in paragraph 33).

    Mid-term report on the implementation of the ILO Action Plan for Gender Equality 2018–21

    This document sets out the action taken based on the three-point decision adopted in March 2018 by the 332nd Session of the Governing Body concerning the ILO Action Plan for Gender Equality 2018–21. It recounts how the Action Plan was finalized and implemented, summarizes the results of monitoring at mid-point of implementation, and provides details about the Governing Body’s request that the Director-General take into consideration its guidance in pursuing the ILO’s mandate to promote gender equality in implementing the ILO Strategic Plan 2018–21 and the two corresponding programme and budgets, and in facilitating extrabudgetary resources. Guidance is sought at this stocktaking milestone on implementing the 2020–21 phase of the Action Plan, and the proposed approach of the subsequent Action Plan, taking into account the United Nations reform (see the draft decision in paragraph 27).

    ILO disability inclusion policy and strategy

    This document presents the rationale behind and a proposal on the structure and focus of an ILO policy on disability inclusion that reflects the commitment of the ILO to become a fully disability-inclusive organization. It also presents the framework of the multiannual strategies that would implement an ILO policy. It is being submitted with a view to implementing the recently adopted United Nations Disability Inclusion Strategy (UNDIS). The Governing Body is invited to request the Director-General to finalize and implement the ILO policy, taking into account its guidance. It is also invited to instruct the Office to put in place multiannual strategies to implement the policy, to conduct monitoring and to periodically report to the Governing Body on progress and areas for improvement and to request the Director-General to take into consideration its guidance in pursuing the ILO’s mandate to promote disability inclusion in the implementation of ILO strategic plans and the corresponding programmes and budgets, and in facilitating extrabudgetary resources (see the draft decision in paragraph 9).

    The Governing Body is invited to approve the publication and dissemination of the guidelines on the promotion of decent work and road safety in the transport sector and the summary record of the proceedings of the Meeting of Experts to adopt the guidelines (section I). The Governing Body is further invited to decide on the appointment of chairpersons for five technical meetings to be held in 2020–21, on arrangements for two meetings to be held in the first half of 2021 and on an additional meeting under the programme of sectoral meetings for 2020–21 (section II) (see the draft decision in paragraph 11).

    Preparations for the V Global Conference on Child Labour

    This document highlights the importance of 2021 as a turning point in achieving Sustainable Development Goal (SDG) target 8.7 on child labour and forced labour. It provides information on developments since the IV Global Conference on the Sustained Eradication of Child Labour, including the recent adoption by the United Nations (UN) General Assembly of resolution 73/327, declaring 2021 the International Year for the Elimination of Child Labour. It also highlights the importance of organizing the V Global Conference on the Elimination of Child Labour and Forced Labour in 2021 and provides information on the status of the preparations, including with regard to mobilizing the required resources. The Governing Body is invited to provide guidance on the proposed course of action leading to 2021. It is also invited to request the Office to pursue that course of action and to inform the Governing Body at its 340th Session (October–November 2020) of progress made (see draft decision in paragraph 21).
