    Composition and structure of the ILO staff: Action plan for improving the diversity of the ILO workforce

    This document proposes a comprehensive and time-bound action plan for improving gender parity and geographical diversity of the ILO staff, and ensuring the necessary breadth of skills and experience of the ILO staff to deliver effectively on the mandate of the Organization. The action plan is set in the framework of the ILO’s Human Resources Strategy 2018–21 endorsed by the Governing Body at its 331st Session (October–November 2017), taking into account the ILO Centenary Declaration for the Future of Work and seeking to support the effective discharge of the constitutional mandate of the ILO. The Governing Body is invited to endorse the action plan (see draft decision in paragraph 29).

    This document provides an update on the costed and time-bound integrated strategy to address decent work deficits in the tobacco sector and the mobilization of the necessary resources for the implementation of this strategy. The Governing Body is invited to authorize the publication of the draft Note on the Proceedings of the Technical Meeting held in Kampala (3–5 July 2019); endorse the integrated strategy to address decent work deficits in the tobacco sector to be financed by voluntary contributions from multi- and bilateral aid for development cooperation augmented by ILO resources – if necessary – in order to operationalize the integrated strategy in the four former public–private partnership (PPP) countries (see draft decision in paragraph 25).

    This document provides an update on the status of ratification of the 1986 Instrument for the Amendment of the Constitution of the ILO and action taken to promote its ratification since the last report to the Governing Body in March 2019. The Governing Body is invited to provide guidance on possible future Office action as regards the promotion of the 1986 amendment in the light of the adoption of the ILO Centenary Declaration for the Future of Work and the accompanying resolution (see draft decision in paragraph 13). - In the revised version of 10 October, the year has been corrected in paragraphs 12 and 13(b).

    This document follows up on the discussion at the 335th Session on proposed amendments to the Statute of the ILO Administrative Tribunal for an orderly withdrawal process of any of the organizations having recognized its jurisdiction. It also provides up-to-date information on the geographical and gender balance of the Tribunal’s composition and the possible review of its functioning further to the discussion at the 335th Session (see the draft decision in paragraph 17).
