The capacity-building modular training packages are designed to stimulate effective action at the national, regional and local levels by strengthening constituents' capacity for action in terms of policies and programmes regarding gender equality, poverty eradication and employment promotion.

The packages review major issues and trends, strategies and actions as well as lessons from past experience. They also provide indicative guidelines for action in a number of policy areas, such as financial resource management, access to assets, wage employment, training and social protection, all from an ILO perspective.

The multimedia modular training and information package is available in two parts: a Facilitator's Kit and a Reader's Kit.

The Facilitator's Kit, a useful resource for trainers, contains a detailed description of the structure of the training package. It provides guidelines on how to use, deliver and evaluate training programmes, including guidelines for adaptation of the package to the specific needs and contexts of the target audience such as policy-makers, planners, or workers' and employers' organizations. It includes a set of transparencies and CD-ROM.

The Reader's Kit is designed to be used within a framework of advisory services or for thematic information sharing sessions on the topics of employment, poverty and gender-related activities. It also includes a CD-ROM which enables users to navigate the elements of the whole package and is invaluable for giving presentations and preparing printed material.

Together, these packages provide adaptable and ready-to-use tools for promoting viable policy reform in the areas of gender, employment and poverty.
