Social Security Manual Vol. I- Social security principles

Serves as a manual for use in countries where social security systems are not yet operational, are undergoing change or need to be improved. Focuses on the needs of developing countries, countries in transition and countries undergoing structural change as they begin the process of setting up new systems of social protection or improving existing systems.

This manual provides an introduction to social security and gives a detailed explanation of what social security is and who it protects. Looking at the range benefits provided by social security schemes, the manual explains briefly how those schemes are financed and provides a very general introduction to the administration of social security. A joint publication of the ILO and the International Social Security Association (ISSA).
