The lack of specialized training courses for labour officials in non-industrialized countries often forces ministries of labour to develop and conduct their own training activities. But without the proper expertise, it is often difficult and certainly time consuming to develop courses that are appropriate and relevant. This booklet provides a simple step-by-step approach to assist labour officials to develop their training capacity, thereby increasing their self-reliance in this most important area of work. It is part of an EASMAT series of guides on labour administration and industrial relations.
