R204 National Dialogue on Transition from Informal to Formal Economy in South Africa

In partnership with NEDLAC R204 National Task Team and Partners

NEDLAC R204 National Task Team and in collaboration with KZN Economic Development, Tourism and Environmental Affairs (EDTEA), Department of Small Business Development (DSBD) and the International Labour Organization (ILO) the Department of Labour will be hosted a National Dialogue from 26 – 28 March 2018.

The Theme for the dialogue was “The Future of the Informal Economy: Towards a Roadmap to Facilitate Transition from the Informal to Formal Economy”.

PURPOSE OF THE NATIONAL DIALOGUE
The National Dialogue will serve as a platform setting the ground for the development of a National Integrated Strategy for Facilitating the Transition from the Informal to the Formal Economy, also benefiting from lessons learned from the KZN 2030 Informal Economy Masterplan. The dialogue would:
3.1 Follow up on R204 implementation by bringing together key national actors engaged in supporting the transition from the informal to the formal economy;
3.2 Strengthen participants’ knowledge and understanding of informality in its various forms;
3.3 Build consensus on the main priorities to be included in the strategy at national, provincial and local levels, including with regards to monitoring; benchmarking and replication of lessons learnt as well as
3.4 Establish a framework encapsulating the main elements of the strategy.

OUTCOMES OF THE DIALOGUE
Medium to Long Term Outcomes:
a. Developing a national strategic framework including key priorities, indicators and main actors involved in supporting the transitioning process;
b. A roadmap for the full development and implementation of the Integrated National Strategy on transition from the informal to the formal economy.

Immediate Outcomes
The dialogue will lead to the following outcomes:
a. Role profiling of all government entities and social partners in the transitioning process;
b. Development of coherent social dialogue programmes;
c. Identification of existing instruments to enable formalisation;
