The project is funded by the European Commission and implemented by the ILO in collaboration with the International Organisation for Migration (IOM), the United Nations Office on Drugs and Crime (UNODC) and the United Nations High Commissioner for Refugees (UNHCR).

In July 2014, Zambian employers and the ILO held an unprecedented roundtable on “Unlocking the potential: A Zambia business roundtable on disability and employment”. The discussions brought together a wide range of stakeholders to consider the business case for hiring people with disabilities and concrete actions that contribute to their training and employment.

An estimated 7 to 9 per cent of women and men in Zambia live with a disability, most of them in poverty. ILO Online reports from the country’s capital Lusaka where Disability Equality Training (DET) is part of a new effort to make sure that the needs of people with disabilities are taken into account in development programmes.

Forced labour is a crime that requires severe punishment. But clear guidance is needed, to determine the often thin dividing line between labour exploitation and forced labour. Zambia is one of the African countries to have taken steps both to understand the problems through research and to instigate measures to combat them. The case illustrates some of the dilemmas.
