Mr Moussa OUMAROU - Department Director

Mr Moussa Oumarou was born in 1956 in Niamey, Niger.

After attending secondary school in his country, he studied in France, successively, at the Institut Universitaire de Technology de Bethune, the Ecole Normale Nationale de Lyon and the Ecole Normale Supérieure de Cachan (CNET/CFIET) from which he graduated as Inspector of Technical Studies and Vocational Training (Sciences and Industrial Technologies). He also undertook studies at the African Centre of Management and Executive Development (CAMPC).

Before joining the ILO, he occupied many positions in teaching and in Public Administration which led him to occupy several positions of responsibility such as that of Inspector in Technical Studies and Vocational Training and Secretary-General of the Ministry of National Education.

He was appointed Minister of Public Service, Labour and Employment in 1997.

After leaving the Government in 1999, he first worked as a consultant of the ILO on the subject of social dialogue, then as Coordinator of a national project for the Promotion of the ILO Declaration of Principles and Fundamental Rights at Work. Then, he became Chief Technical Advisor of the Regional Programme for the Promotion of Social Dialogue in French-speaking Africa. He joined the ILO Headquarters in 2006 as Labour Administration and Labour Inspection Senior Specialist. He was appointed Director of the Industrial and Employment Relations Department (DIALOGUE) in 2010; and since February 2013 he has been Director of the Governance and Tripartism Department (GOVERNANCE) which brings together Units and Branches dealing with labour law, social dialogue, fundamental principles and rights at work, labour administration, labour inspection and occupational safety and health at work and the Better Work Programme.

He has authored several publications on social dialogue, labour administration and fundamental principles and rights at work.

His career earned him the decoration of Chevalier des Palmes Académiques (Academic Order) and Officier de l’Ordre National de Niger (National Order of Niger).
