IRAP is a planning tool for local level planning and prioritisation for rural investment. It is an easy-to-use cross-sectoral planning tool, which seeks to optimise the use of local resources available. The modular training package is meant for use by trainers carrying out training of local-level planners and other local government staff involved in rural investment planning and implementation.
