This paper is the first of a series of Socio-Economic Technical Papers (SETPs) which POLDEV intends to disseminate for making information on the social-economic implications of employment-intensive growth strategies and investment programmes easily accessible to interested organisations, institutions and individuals. It is hoped that these papers will contribute to the enhancement of employment and investment policy programme design and evaluation practices
