Rapid Skills Assessment of the Agro-processing Industry during the COVID-19 pandemic – Ethiopia

The COVID-19 pandemic has had a significant negative impact on the Ethiopian economy. Several studies conducted on the impact of the COVID-19 pandemic on the Ethiopian economy show a significant loss in various dimensions of the economy such as GDP, inflation, poverty and jobs.

One key aspect of the recovery process is studying the reskilling and upskilling needs of the labour force to ensure the provision of decent and productive jobs for the vulnerable because of the changing world of work due to the pandemic. Unless appropriate reskilling and upskilling interventions are performed, the existing skills mismatch in the economy is likely to worsen, slowing recovery.

The current report assesses upskilling and reskilling needs in the agro- processing industry because of the COVID-19 pandemic. Enterprise and individual surveys, as well as key informant interviews (KIIs) with stakeholders, were the main sources of information used for the assessment. The sub-sector covered by the survey is agro-processing, looking specifically at oilseed producers and processors, poultry, and horticulture comprising fruits, vegetables and floriculture. The study was funded and implemented as part of the International Labour Organization’s (ILO) ProAgro Ethiopia project, designed within the framework of the German Federal Ministry for Economic Development’s (BMZ) Special Initiative on Training and Job Creation.
