There is no national minimum wage rate in Italy. Minimum wage rates are set in binding sectoral collective agreements.

There is no national minimum wage rate in Italy. Minimum wage rates are set in binding sectoral collective agreements. The Constitution provides that all workers are entitled to receive wages that are fair and just, and sufficient to provide workers and their families with freedom and dignity. In accordance with this principle, the judiciary has passed down decisions concerning workers not covered by a collective agreement, stating that they should receive wages that are equal to those established in collective agreements for workers in the same category and industry. As a result, even workers who are not covered should receive wages at least equal to the minimum rates determined in collective agreements.

In order to provide an indication of how collective agreements are applied in practice, the collective agreement for the metalworking industry has been analysed and summarized for the database as other sectors usually follow the initiative taken by the metalworking industry with regard to minimum wages.

Inflation rate

When determining in the minimum rates of pay established in the metalworking collective agreement 2003-2004 the difference between the expected inflation rate and actual inflation rate for 2001-2002 was taken into consideration, along with the expected rate of inflation for 2003-2004.

Scope

Collective agreements apply to a large part of the workforce. The Constitution provides that all workers are entitled to receive wages that are fair and just, and sufficient to provide workers and their families with freedom and dignity. In accordance with this principle, the judiciary has passed down decisions concerning workers not covered by a collective agreement, stating that they should receive wages that are equal to those established in collective agreements for workers in the same category and industry. As a result, even workers who are not covered should receive wages at least equal to the minimum rates determined in collective agreements.
The metalworking collective agreement covers approximately 1.3 million workers, 60% of whom are blue-collar workers.

Collective agreements are determined for a period of 4 years, and the provisions concerning pay levels are renegotiated every 2 years. The collective agreement for the metalworking industry sets minimum wage rates that increase on 1 July 2003, 1 February 2004, and 1 December 2004. These rates will be renegotiated for 2005-2006.
