Comments and Observations: | ITF (8 June 2022) The pending outstanding wages are of the Indian seafarer only. The vessel appears to be under arrest for issues related to cargo handling.
Govt. of Togo (12 July 2022) The Embassy of the Republic of Togo presents its compliments to the International Maritime Organization(IMO) and, following the electronic correspondence of 16th June 2022 concerning the abandonment of the vessel "EAST EXPRESS", has the honour to inform that, after verification by the togolese competent authorities, the said vessel, as of 3rd February 2022, could no longer fly the Togolese flag, given that its certificates had been suspended since that date and its register rendered invalid. In addition, attempts by the register of the togolese vessels abroad to contact the new owners as well as the members of the crew of the said vessel were unsuccessful. In this regard, the togolese authorities propose, in accordance with the regulations in force, that the Libyan port authorities seize the said vessel and sell it in order to cover the seafarers' salary costs and other debts.
ITF (25 July 2022) The cadet is now more than 17 months on board. His situation is desperate and is seeking assistance to be repatriated. There is no perspective at all at the moment regarding his payment and repatriation.
International Maritime Organisation (23 August 2022) Mr. Roshan Ray, a deck cadet from India, is 15 months on board already and has been unpaid for 12 months. The seafarer seeks to be paid and to be repatriated, but there is no plan yet to repatriate him while the situation appears to be worsening.
Non-governmental Organization (18 October 2022) Indian seafarer has been repatriated home. He has outstanding claims 3400 USD.
ITF (17 March 2023) Seafarer was repatriated by the ITF. His owed wages are not yet cleared
