Vessel is in a small port. The owner is living close by and is sometimes visiting the vessel.
Provisions, FW and fuel are available and enough.

Spoke and met the owner several times and every time he is promising to pay the outstanding wages. In the past some payments were done to the bank account from crew member and manning agent but due to wrong bank account number the money returned (according to the owner). Owner made a new payment (part of outstanding) on 5th/6th May 2021 but the money is not, yet, received by the manning agent.
Contacted the P&I club but so far no reply.
Labour Inspection visited the vessel but it seems that they agreed with the payments done to the manning agnet on 5th/6th May.

I would like to inform you that the Port State Control authorities in the Netherlands are informed about the abandoned vessel “Hoop” IMO no 8506024, flying the flag of Panama. They received confirmation from the International Transportworkers Federation (ITF) that this case is being dealt with the ITF at the moment. Until now the seafarers concerned did not lodge a complaint (ex. onshore complaint procedure) relating to any matter that is alleged to constitute a breach of the requirements of the MLC.

June 15, 2021. PMA imposed a documentary restriction over the vessel, which prevent the cancelation of the registry and the change of ownership in the registry.

ITF (11 August 2021)
All 3 Indian crew members have confirmed by WhatsApp that they have received their owed wages and the Algerian Ch.Eng has received the payment through the advocate after the judge ruled in his favour. Resolved.
