(attached) M/V STAR OF SEA arrived Aliaga ancorage area on 08.09.2017 and unloaded her cargo between 14-15 September 2017. She departed for Novorossiysk Port on 15 September 2017. Aliaga Harbour Master Office was not informed about restriction on the vessel by Flag State.

Dear Jinhak,

Please could you insert in the Joint IMO/ILO Database the information as in the attached message from Mrs. Maria Inmaculada Moreno, Deputy Chief Maritime Labour Affairs Department of the Panama Maritime Authority, which I received yesterday.

I understand from Mrs. Maria Inmaculada Moreno that the payments of all the owed wages and for the repatriation of the crew have been made. Also the General Directorate of Merchant Marine has been requested to begin the process of sanctions to the vessel Star of Sea for its noncompliance to MLC, 2006.

The relevant sanction resolution has not yet been issued. However, Mrs. Moreno would be grateful if at least this information about the sanctions as here above will still be recorded.

First of all It's a pleasure to greet you.

Regarding the case of the crew of m/v STAR OF SEA, IMO 9120736, we comply to inform you that we have received communication and evidence from Captain Talaat El-Seify, ITF inspector in which we informed that all the crew has received all the owed wages and repatriated.

Therefore, we proceeded to request to the General Directorate of Merchant Marine to sanction the vessel, due to the reiteration of the MLC violations.
