Circonstances:The Liberian Administration received a telephone call on May 24, 2019 from a relative of a crewmember claiming that the vessel had been arrested at Aviera, Portugal and that the crew had not received wages for four months. Fifteen of the crewmembers requested repatriation as well.
Actions entreprises:mai 2019: Autres
May 24, 2019, the Liberian Administration advised the crewmember’s relative to contact Shipowners’ Mutual Protection & Indemnity Assn (“P&I”).
May 24, 2019, the Administration appointed an MLC inspector near Portugal to board the vessel, conduct an additional MLC audit, and instructed the inspector to inform the Master that the vessel had valid financial security coverage to assist with repatriation and other liabilities.
On May 27, 2019, the inspector completed the MLC audit and concluded that the seafarers are in fact owed wages for four months; therefore, he withdrew the MLC Certificate.
May 28, the Administration advised P&I of the crew’s plight and P&I confirmed that they are investigating the crew’s complaint, that their local correspondent would visit the vessel to interview the crew and verify quantity of provisions, etc.
May 31, P&I advised that they would settle the wages and repatriate the crew.

juin 2019: Autres
June 5, 2019 P&I confirmed that no repatriation has been arranged by the Club yet and they requested their local correspondents to compile a list of the crew that wish to be repatriated. Confusion arose because local agents (presumably upon Owners’ instructions) repatriated 3 crewmembers. P&I are pressing the company to confirm one way or the other so that they could proceed with repatriation and payment of crew wages without further delay. P&I advised the payment of outstanding crew wages is upon repatriation and are limited to a maximum of 4 months.
June 14, 2019 – P&I advised the repatriation process has commenced and also process of setting up the wage payments to the crew and they should receive this during the course of next week.
