Comments and Observations:ITF (13 October 2020)
This vessel stopped by Oristano’s PSC for MLC deficiency including not paid salary, lower than min ILO standards, and contract longer than 12 months in some cases. On 24th June, we received a Cancellation Notice of Insurance for 15th vessels of Palmali group (insurance was suspended from 8th May 2020) from the P&I (AlfaStrakhovanie PLC - Russia).
This vessel is part of the PALMALI SHIPPING & AGENCY company, which has a number of abandoned vessels around the world.

The Directorate has been closely monitoring the situation on board Palmali vessels since we became aware of the state of affairs of the company. Following the various problems faced by the seafarers on board the three vessels, the Directorate made various attempts to resolve their unfortunate situation by making representations with owners without success. The Directorate also corresponded with three different P&I Clubs which were the insurance providers of the vessels at some point in time. Unfortunately, this did not yield a satisfactory outcome. On 2 July 2020, the DOC together with all associated SMCs were withdrawn.
On the 23 June 2020 the KHOSROV BEY (IMO NO: 9437347) and the GENERAL SHIKHLINSKY (IMO NO: 9437775) had their operational certificate of registry suspended due to the cancellation of the certificate of insurance required under the Maritime Labour Convention, 2006, as amended. These were replaced by a non-operational certificate of registry.
During the entire period the Directorate has and still is collaborating closely with the ITF who are providing logistical support in order to resolve this impasse at the earliest. The Directorate also provided financial support to the seafarers in the sum of €10k to a fund catering for the needs of the seafarers.

ITF (9 December 2020)
9 seafarers (all Azerbaijan) remain on board. A court date of March 2021 has been set. Outstanding wages are now $US263,661

The Maltese-flagged Khosrov Bey ship, managed by Palmali Shipping & Agency, arrived in the port of Oristano on 4 May 2020 with 15 crew members on board. On June 8, the ship was subjected to a PSC inspection and 16 deficiencies were found, of which 12 were grounds for detention. At present, the ship is detained. The ITF bought the tickets for the repatriation of 6 seafarers who chose to disembark. Financial security has not been activated. The flag state carried out an inspection in May. On the initiative of the Port Authority of Oristano, the free administration of the provisions necessary for the crew was agreed with the entire business fabric operating in the source and, on a daily basis, the Border Police issues 3 shore passes to alternate seafarers free of charge. of the two ships (Khosrov Bey and General Shikhinsky). Currently, the ship is affected by two preservation measures:
- At the request of the creditors, the Court of Oristano - Civil Section - authorized the conservation seizure of the motor ship on 6 May 2020;
- At the request of the seafarers, the Court of Oristano - Labor Section - on 4 November 2020 ordered the conservation seizure of the motor ship.

ITF (5 March 2021)
The crew have not received any payment. 9 seafarers are still on board and 6 have been repatriated. The next court hearing is in April 2021. Disputed.

ITF (10 February 2022)
After delaying for over a year, the owner has paid all outstanding wages and repatriated the crew.
