    Chapter 2 sets forth mine owners' duties, including the obligation to establish a safety policy and to provide health and safety training. Managers shall also establish a system of medical health surveillance. S. 23 gives employees the right to leave dangerous working places. Chapter 3 provides for the establishment of health and safety committees. Chapter 4 creates two tripartite institutions: a Mine Health and Safety Council and a Mining Qualifications Authority. Chapter 5 covers mine inspection. Chapter 7 covers legal proceedings and offences. Inter alia, it shall be an offence to discriminate against employees exercising their rights under this Act. Chapters 3-5 provide for the appointment of National and Provincial Commissioners, and set out the duties and responsibilities of such. Chapter 6 establishes an Organised Crime and Public Order Policing Unit; Chapter 7 a Community Police Forums and Boards. Appointments, dismissals and conditions of employment are covered in Chapter 9. Chapter 10 establishes an Independent Complaints Directorate, charged with investigating misconduct of any member of the Police Force.

    Attached Schedule provides two sets of regulations, the South African Police Service Labour Relations Regulations and the South African Police Service Grievance Procedure Regulations. The first set regulates employee organizations. Section 2(1) guarantees the right of police officers to form and join employee organizations. Sections 3 through 11 create and regulate a National Negotiating Forum and a Provincial Negotiating Forum to deal with matters of mutual concern to employers and employees. Section 12 forbids strikes by employees and lock-outs by employers. Section 13 provides for arbitration procedures. The second set of regulations governs grievance procedures.
