Establishes uniform requirements to protect miners from occupational noise-induced hearing loss. The rule is derived in part from existing MSHA noise standards, and from the Department of Labor's existing occupational noise exposure standard for general industry promulgated by the Occupational Safety and Health Administration (OSHA).

    Amends the regulations relating to the temporary employment of nonimmigrant agricultural workers (H-2A workers). Reduces the time for an application for temporary agricultural labor certification, provides employers with the option of having housing inspected as late as 20 days before the date of need, and modifies the requirement that employers notify the local State Employment Security Office in writing of the exact date a H-2A worker departs from the workplace.
