    Nuclear Safety and Radiation Protection Decree 1995 (No. 19 of 1995).

    Establishes the Nigerian Nuclear Regulatory Authority and its governing board, and the National Institute of Radiation Protection and Research. The Authority shall monitor the use of radiation in industry and formulate codes of practice for the use of radiation. Part VII deals with the control of ionising radiation. Enterprises must register premises in which ionising radiation is used, and accidental exposure to radiation shall be reported to the Authority. S. 28 creates two classifications of working condidtions: Working Condition A, in which annual exposure to radiation exceeds a prescribed amount, and B, in which annual exposure does not exceed precribed amounts. Workers employed under Condition A shall be provided health surveillance. Persons under the age of 18 are prohibited from working in Condition A.

    Establishes the National Primary Health Care Development Agency to, among other things, provide support to the National Health Policy, and technical support to the planning, management and implementation of primary health care. Makes provision for functions, staff and funds of the Agency. Also provides for the establishment of primary health care zones.

    Part I covers registration of factories, Part II covers health matters, including hygiene, overcrowding, lighting, and ventilation. Part III covers safety matters in relation to machinery, fumes, vapours, boilers, and prevention of fire. Part IV regards employee welfare (washing facilities, first aid); Part V contains special provisions regarding health, safety and welfare. Part VI requires employers to notify inspectors of serious employment accidents and cases of industrial diseases.
