Part II provides for powers, privileges and duties of officers. Section 8 provides that "no officer shall be a member of a trade union or any other association having as an object the control or influence of the pay, pensions, or conditions of service of its members". The Act repeals a series of Acts set forth in a Schedule.

Establishes a Central Whitley Council to consider any matter relating to working conditions and terms of employment in the public service and to make recommendations thereon. Creates a Civil Service Industrial Relations Commission to consider and investigate public service industrial disputes referred to it by the Prime Minister; and to hear and consider applications for registration, claims for negotiating rights and requests for agency shop orders. Repeals the Whitley Councils Regulations 1974.
