Provides that smoking is prohibited in any ward or room earmarked for the treatment or examination of patients, including a casualty room or waiting room for patients within a public hospital, a dispensary, a clinic or other health institutions, any classroom, library or students workshop within pre-primary, primary, secondary and tertiary educational institutions, any sports hall, gymnasium and swimming pool to which the public has access and pharmacies, drugstores, lifts, museums, nurseries, post offices and police stations. Made under section 193 of the Public Health Act.

Amendment made under Section 96 of the Industrial Relations Act to the Security Guards (Remuneration Order) Regulations 1986 modifies definition of "security guard" and changes the schedule of salaries. Regulations made by the Prime Minister under ss. 99 and 108 of the Industrial Relations Act. Establishes a Central Whitley Council to consider any matter relating to working conditions and terms of employment in the public service and to make recommendations thereon. Creates a Civil Service Industrial Relations Commission to consider and investigate public service industrial disputes referred to it by the Prime Minister; and to hear and consider applications for registration, claims for negotiating rights and requests for agency shop orders. Repeals the Whitley Councils Regulations 1974.
