The amendments concern the establishment of a Commission comprised of three divisions: a Human Rights Division; a Police Complaints Division; and a National Preventive Mechanism Division. The Chairperson and members are to be appointed by the President acting on the advice of the Prime Minister. It sets out the functions of the Commission and its composition.
