    Decree No. 23-CP permits enterprises to use part of their total annual investment capital to improve the working conditions of female workers. This Circular sets forth the maximum amounts for such expenditures and specifies the types of improvements in working conditions which can be made. Such improvements include the installation of cooling systems, the building of nurseries and kindergartens, job retraining, medical surveillance, and expenses related to childbirth.

Also provides for the reporting the number of female employees and certification of enterprises with a high number of female employees for qualification for certain financial incentives. Tax breaks are made available for enterprises which provide health examination, child care, and extra breaks for pregnant employees.

Part III concerns training of women workers in reserve occupations; Part IV provides criteria for determining whether an enterprise requires a large female workforce. Parts V and VI provide the eligibility criteria for preferential treatment or tax reduction due to a high number of women workers or due to financial hardships caused by providing for child-care facilities, extra rest periods, and special protective equipment for female workers.

    Provides men and women equal right to employment, including recruitment, training, remuneration, safety conditions and social security. Employers of female workers shall seek to provide female employees with flexible timetables, shorter working days, or work to be performed at home. Employers with a high number of female employees shall qualify for certain government subsidies. S. 9 prohibits discrimination against female employees, including insults or acts of violence. Women who are pregnant and who are employed in work dangerous to the foetus shall be transferred to more suitable work upon the recommendation of a medical practitioner. If the employer is not able to comply, the female worker may unilaterally terminate her labour contract.

    Requires employers to provide information and education regarding the transmission of HIV and to promote safe sex practices. Prohibits employers from requiring employees to undergo HIV testing or to disclose HIV status. No employer shall terminate or discriminate against an employee on the grounds of HIV status. Further provides that HIV status shall not affect eligibility for employee benefits or sickness and compassionate leave. In employment where HIV transmission is a risk, employers shall ensure precautions and supply protective equipment.

    Prohibits discrimination on the grounds of race, tribe, place of origin, national or ethnic origin, political opinions, colour, creed or gender with regard to access to public premises or supply of commodity, service, or facility. S. 6 prohibits persons from making statements regarding "racial superiority or hatred" if such statements would endanger the rights, freedoms and reputations of persons in Zimbabwe. S. 10 provides for exceptions to the Act with regard to political and religious organizations, as well as for acts "reasonably justified" in view of physiological differences between genders or in the interest of public morality. Amends the Unlawful Organizations Act (C. 11:13) so as to allow the President to prohibit organizations which propagate racial discrimination. Sets forth penalties for contravention of the Act. Repeals the Public Premises (Prevention of Racial Discrimination) Act (C. 8:12).
