El programma de acción cooperativa está compuesto por dos subprogramas: el subprograma de préstamos y subsidios que implementa una política de apoyos financieros para potenciar la educación cooperativa en todas sus modalidades y un subprograma de acción directa que promueve la educación cooperativa en todos los niveles de enseñanza. Los destinatarios del primer programa son entidades constituídas bajo la forma cooperativa, cooperativas escolares inscriptas en el Registro escolar correspondiente, o entidades de bien público inscriptas en los respesctivosregistros oficiales que las acrediten como tales. Reglamenta el contenido del apoyo, las garantías y los seguros requeridos en cambio del apoyo, plazos y ajustes, así como las modalidades operativas. El programa de acción directa tiene que llevar a cabo actividades tendientes a sensibilizar y capacitar a los niveles de decisión de los establecimientos educacionales de todo el país y en todos los niveles de enseñanza, en materia cooperativa. Se trata también de promover actividades tendientes a capacitar y/o perfeccionar en materia cooperativa, a las personas vinculadas al quehacer cooperativo. Difundirá entre la población y grupos potenciales cooperativistas las características del cooperativismo así como los beneficios que el mismo otorga.

Las aplicaciones del Fondo de Educación y Capacitación Cooperativas son esencialmente las siguientes. Prevé que el Consejo de Administración de la cooperativa será el órgano encargado de realizar, convenir, contratar y/o gestionar los estudios de factibilidad, la elaboración y ejecución de proyectos habitacionales, y de los planes de financiación de los proyectos a concretarse. Los asociados que requieran una vivienda tendrán derecho a participar a los planes de vivienda que promuevan las cooperativas. Reglamenta la adjudicación de viviendas, su costo y pagamiento, así como la renunciación de asociados en planes de vivienda.

Determina el padrinazgo como un apoyo prestado por una entidad cooperativa a otra con el fin de permitir su afianzamiento y consolidación. Define las cooperativas escolares como entidades organizadas dentro del ámbito escolar, integradas y administradas por alumnos de nivel primario o medio que actúan con orientación y asesoramiento de docentes de su establecimiento; se fundan en el esfuerzo propio y la ayuda mutua de los asociados para proporcionar servicios, con fines de educación intelectual, moral, social, cívica, económica y cooperativa de los educados. Su misión consiste en el fomento de la educación cooperativa sin propagar ideas políticas partidarias, religiosas o raciales. Establece la constitución de las coopèerativas escolares por asambleas constitutivas. Contiene disposiciones sobre las asambleas ordinarias y determina sus funciones entre las cuales se encuentra la preparación de un balance general, de un proyecto de distribución de excedentes y de un informe de la sindicatura. Prevé que la cooperativa escolar estará dirigida por un consejo de administración, elegido por la asamblea general, que tenga a su cargo la dirección de las operaciones sociales. Reglamenta la Asesoría de la cooperativa escolar cuya meta es estimular y orientar a los alumnos asociados en la práctica del cooperativismo. Establece que la fiscalización de la cooperativa escolar estará a cargo de una sindicatura colegiada. Trata de la integración de cooperativas, de su disolución y liquidación así como de los organos escolares competentes en materia de promoción, registro, supervisión y estadística de cooperativas escolares.

Se crea el Fondo de Apoyo Financiero a cooperativas destinado al otorgamiento de préstamos reintegrables a cooperativas radicadas en el territorio de la Provincia. Determina los recursos del Fondo; será administrado por l a Subsecretaría de Promoción de Cooperativa y Mutualidades. Ese Fondo otorga préstamos de ayuda y fija sus intereses en función del monto, plazo y situación económica de la entitad a quien se otorgará el préstamo. Reglamenta las solicitudes de ayuda y enuncia los criterios de otorgamineto de préstamos, como por ejemplo el escojo de entidades cooperativas que tengan un alto coeficiente de ocupación de mano de obra, que utilicen materia prima provincial o que presten servicios que sean de interés para la Provincia.

General provisions cover the definition of cooperatives, membership, and shares. It sets forth the establishment of cooperative societies, which include by-laws and registration. Sets up the General Assembly who consists of all members of the Society. Specifies that each Society shall have a Management Committee to follow up the preparation of reports and final accounts, and a supervisory Committee to control the functioning of the society's operations, by-laws and decisions of the General Meeting. Provisions are made for the distribution of surplus and the reserve fund. The Ministry of Labour and Social Affairs has the right to supervise all kinds of cooperatives through its inpectors as for example to stop the execution of any cooperative decision if it is against the cooperative law or cooperative principles. It finally deals with Secondary Societies, Cooperative Unions, as well as the liquidation and cancellation of cooperative societies.

This ordinance, repealing the Society Act of 1940, regulates the settlement and management of cooperatives. It sets forth the procedure and criteria for registration. The management of cooperative societies shall vest in a managing committee whose members are elected by the General Assembly. Restricts the possibility for cooperatives to receive deposits and loans from persons who are not members of cooperatives. Provides for the privileges of cooperatives societies as for example the possibility to change their form and liability. Other provisions cover the property and funds of cooperative societies, distribution of profits, privileges, liabilities and obligations of members of cooperative societies, audit, inspection and inquiry, settlement of disputes, winding up and dissolution of cooperative societies. An entire chapter deals with special provisionss for cooperative land mortgage banks, central societies and national societies. Provisions are made for the enforcement of obligations and the recovery of sums due. Regulates jurisdiction and appeal, offences, penalties and procedure.

Provides for the registration, supervision and management of certain societies whose members share a common bond of philosophy and social and economic objectives. Conditions for registration include a membership of at least ten persons, other than corporate bodies, who have attained the age of sixteen years, and detailed provisions for the names of societies. Under the Act, a registered society is a body corporate governed by its own by-laws. Other provisions cover share capital, issue of shares, allocation of surplus, dividends, prohibited loans and guarantees in the event of insolvency, the office of directors, meetings, voting, membership and suspension or termination thereof, financial matters and audit, dissolution and liquidation, settlement of disputes, the establishment of a Co-operative Societies Appeals Tribunal, civil remedies, the functions of the Registrar, consumers' societies, and other matters. The former Co-operative Societies Act is repealed (Cap. 378).

Prévoit que les groupements nationaux représentatifs de sociétés coopératives et les sociétés coopératives ne peuvent être agréés comme organismes habilités à participer à la formation d'une des commissions instituées par l'article 2 de la loi du 20 juillet 1955 que lorsque les statuts des société coopératives intéressées sont conformes à certains principes coopératifs énumérés dans le présent arrêté. Enonce les principes en conformité desquels les statuts des coopératives doivent être établis: exclusion d'associés sous certaines conditions, parts sociales conférant les mêmes droits et obligations, attribution des excédents d'exploitation... Les coopératives voulant être agrées doivent par ailleurs se conformer à certains autres principes tels que, par exemple, une affiliation à la société libre de toute contrainte, avoir pour principal objectif de procurer aux associés un avantage économique ou social, dans la satisfaction de leurs besoins professionnels ou privés... Précise que chaque coopérative ne peut être agréée qu'en qualité d'organisme compétent pour participer à la formation de celles des commissions dont la nature correspond à son activité la plus importante. Réglemente la radiation d'un groupement ou d'une société coopérative agréée.
