- Anyone who does voluntary service.
- Anyone who is enrolled in a measure that actively promotes their participation in the labour market.
- Anyone who is a home worker under the Home Works Act.
- Anyone who is self-employed.
Under section 2 (1) of the Minimum Wage Act, employers must normally pay the minimum wage for each hour worked and pay this by the date specified by law.

During the first four weeks either the employer or the worker can terminate the contract with one day's advance notice. After that time the period of notice is two weeks, and can extend to as much as three months as the number of years of service increases. The employer also must inform the employment service of a state when these contracts are concluded.

Decreto núm. 59/91, por el que se establece para los trabajadores de las empresas estatales, privadas, mixtas y conjuntas, una escala de salarios mínimos obligatorios.
