The Barbuda Coastal Management Advisory Committee shall advise the Barbuda Council on coastal management in Barbuda. A person shall not fish or attempt to fish in Barbuda without having with him or her a valid Barbuda Special Area Permit. The Council may place conditions on permits based on species, time, area, gear, fishing method, or any other criteria necessary or appropriate for the long-term sustainability and responsible management of the marine ecosystem of Barbuda.

Articles 5-12 deal with the following: licence's register; application; validity of licences; and renewal and revocation of licences. Article 14 prohibits the use of explosives and poison in fishing. Article 15 entrusts the Minister of Trade and Agriculture to define the following: fishing areas; fishing gear and methods; allowed fish size; inspection rules; and vessel marking. Under Part I, section 3 provides that the Government may exempt any non-mechanised and limited horsepower local fishing vessel from the general provisions governing licences. The Governement may also determine a specific zone in which only the aforementioned vessels may engage in fishing operation (sect. 3(2)). Under Part III fixing the general provisions governing licences, licences are not transferable except with written permission of the Director and the holder of a licence has the duty to provide information regarding catch. In order to be issued a licence, local fishing vessels shall be registered and shall have been inspected (Part IV). Fishing operations conducted by foreign fishing vessels are subject to prior authorization (Part V). Decision made by the Director or a fisheries officer can be appealed against (Part VI). Prohibited fishing methods are set out in Part VII and include use of explosives, and use of fishing nets with unlawful mesh size. For conservation and management purposes, the Government may declare any area of the Bangladesh fisheries waters and any adjacent or surrounding land to be a marine reserve (Part VIII). Part IX and X deal with powers of authorized officers, and offences and legal procedures, respectively. Lastly, Part XI sets out the matters upon which the Government is authorized to make rules.

These rules are made under the Marine Fisheries Ordinance (No. XXXV of 1983). They regulate the issuance and conditions of fishing licences for national and foreign fishing vessels, determining licence conditions, allowed fishing gear, mesh size, etc. Licences, unless determined otherwise in an individual licence, shall expire on 31 December of the year of issuance. Allowed fishing areas are determined according to type of fishing gear used, for example, for fishing with set bag nets, up to 40 meters depth in marine waters at high tide. Model application forms for licences as well as an obligatory catch record form are annexed to the text.

Section 12 concerns the issue of commercial fishing licences. Section 18 concerns applications for registration of fishing vessels with the Chief Fisheries Officer. Section 31 provides for certificates of inspection for local fishing vessels.

Regulation 4 prohibits the use of entangling nets, whereas regulation 5 prohibits the uses of seine nets of a specified mesh size. Regulations 6 and prohibits selling or having in possession of lobsters carrying eggs respectively turtles and turtle eggs. Regulations 8, 9, 10 and 11 concern the protection of sea eggs. No person shall land any yellowfin tuna or bigeye tuna of less than 3.2 kilograms live weight (reg. 13). Regulation 14 provide for the protection of coral. (16 regulations)

The Chief Fisheries Officer shall develop and keep under review fisheries schemes (sect. 4). Section 7 makes provision for fisheries access agreements and section 8 provides for fishing licences for foreign vessels. Other sections of Part I provide, among other things, for; local fishing vessel licences (11), commercial fishermen's licences (12), conditions of fishing licences (14), fees, royalties and other charges (15), registration of local fishing vessels (18), appeals (23), construction and alteration of fishing vessels (24), fisheries related research (26-28), prohibited fishing methods (29). Section 31 (Part II) prescribes certificates of inspection for local fishing vessels. The Minister may regulate matters specified in section 46. The Act is completed by 2 Schedules: Fisheries Advisory Committee (1) and repeals (2).

Arrêté royal concernant le journal de bord et le rapport maritime pour la pêche maritime. -

Abroge l'arrêté du Régent du 20 octobre 1945 stipulant que tout patron d'un bâtiment pratiquant la pêche maritime doit obligatoirement tenir un journal de bord ainsi que l'arrêté ministériel du 20 octobre 1945 fixant le texte et le modèle du journal de bord des bâtiments de pêche.

Arrêté royal du 13 juillet 1998 portant les prescriptions minimales de sécurité et de santé au travail à bord des navires de pêche et modification de l'arrêté royal du 20 juillet 1973 portant règlement sur l'inspection maritime.

Des prescriptions minimales distinctes sont applicables pour les navires de pêche neufs (annexe I) et existants (annexe II). Sans préjudice des visites et inspections prévues par d'autres textes, les fonctionnaires de l'inspection maritime contrôlent au moins une fois par an si les navires répondent aux exigences de l'arrêté royal. Définit également les obligations de l'armateur afin de préserver la sécurité et la santé des travailleurs.

Arrêté royal du 20 décembre 1993 modifiant l'arrêté royal du 28 décembre 1971 fixant les règles spéciales d'application aux gens de mer de la loi du 10 avril 1971 sur les accidents du travail.

Prévoit l'augmentation de la surprime due au Fonds par les armateurs de la pêche maritime en cas de séjour en zone de guerre.

Loi du 13 août 1990 modifiant la loi du 23 septembre 1931 sur le recrutement du personnel de la pêche maritime.

Institue un Fonds des mousses, qui pour but de favoriser l'enrôlement des mousses à bord des bateaux de pêche belges, en leur accordant une rénumération et en intervenant dans les frais et les charges résultant de leur enrôlement. Ce Fonds est alimenté notamment par des subventions des pouvoirs publics et des cotisations obligatoires à charge des armateurs des bateaux de pêche belges.
