Divided into three parts, the Decision approves the Government Strategy for vocational training development for the period from 2011-2020. The general objectives are that by 2020, vocational training will meet the labour market's demands in terms of quality, occupational structure and training level, with the quality of training in a number of occupations reaching that of developed countries in the ASEAN region and the world; a contingent of skilled labourers will be formed, contributing to increasing the national competitiveness; vocational training will be universalized among labourers, contributing to labour restructuring, income generation, sustainable poverty reduction and social security.

The strategy is also pursuant to the:
- 2011-2020 socio-economic development strategy;
- strategy on development of Vietnamese human resources for the 2011-2020 period;
- master plan on development of Vietnamese human resources for the 2011-2020 period.

Made at the proposal of the Minister of Labour, War Invalids and Social Affairs in Report No. 22/TTr-BLDTBXH of March 29, 2012 approving the vocational training development strategy for the 2011-2020 period.

The Decision contains a table in Annex which concerns the Action Programme to Implement the Vocational Training Development Strategy for the 2011-2020 Period. The table includes name of task/work, competent and coordinating agency, timing of formulation and submission, time of implementation and submitting/promulgating agency.

Overall Objectives:

Specific Objectives:
- to rapidly increase the rate of trained human resources in the economy in various forms and at different levels from 40% in 2010 to 70% by 2020, of which the rate of trained human resources in agriculture-forestry- fishery, industry, construction and service sectors will increase from 15.5% to 50%, from 78% to 92%, from 41% to 56% and fr4om 67% to 88% respectively;
- to comprehensively develop human resources with increasing quality and strong in all sectors, giving priority to sectors in which Vietnam has the competitive edge;
- to build a contingent of quality teachers to train qualified human resources for the country.

(1) Every citizen and permanent resident of Zimbabwe has a right to—
(a) a basic State-funded education, including adult basic education; and
(b) further education, which the State, through reasonable legislative and other measures, must make progressively available and accessible.
(2) Every person has the right to establish and maintain, at their own expense, independent educational institutions of reasonable standards, provided they do not discriminate on any ground prohibited by this Constitution.
(3) A law may provide for the registration of educational institutions referred to in subsection (2) and for the closing of any such institutions that do not meet reasonable standards prescribed for registration.
(4) The State must take reasonable legislative and other measures, within the limits of the resources available to it, to achieve the progressive realisation of the right set out in subsection (1).
