Tiene por objeto crear un marco jurídico que garantice el pleno ejercicio de los derechos de las personas con el VIH o con SIDA, consagrados en la Constitución de la República Dominicana, la Declaración Universal de los Derechos Humanos, las convenciones, los acuerdos internacionales y las leyes, mediante acciones de carácter integral, intersectorial e interdisciplinario.
En particular, prohíbe y sanciona la solicitud de la realización de pruebas para la detección del VIH o de sus anticuerpos por parte de cualquier empleador público privado como condición para aplicar u obtener un puesto laboral. Prohíbe y sanciona en general toda discriminación en el ámbito laboral relacionada con la citada enfermedad.

El decreto citado crea el Consejo Presidencial del SIDA (COPRESIDA), como organismo encargado de velar por el cumplimiento de la Ley núm. 55-93 sobre SIDA y trazar la política a seguir en la lucha contra la epidemia VIH-SIDA a nivel nacional. Establece su composición y designa su Director Ejecutivo.

La ley citada dispone notificar a las autoridades de salud pública nacionales todo lo relacionado con las personas vivas o fallecidas que hayan sido infectadas por el virus del SIDA. Prohíbe la realización de pruebas para el diagnóstico de infección por el VIH, salvo en los casos que señala. Además, prohíbe la transfusión sanguínea sin el debido tamizaje para el VIH y hepatitis viral. La ley se estructura de la siguiente manera:
