    According to section 34, all Uzbek citizens shall have the right to form trade unions, political parties and any other public associations. Chapter 9 dealing with economic and social rights provides for the right to employment (free choice is guaranted), the right to social security (old age and disability benefits), the right to medical care and education. Pensions, allowances and other welfare benefits may not be lower than the officially fixed minimum subsistence wage. It entitles workers to paid rest, to fair conditions of labour and to protection against unemployment. It also prohibits forced labour, except as punishment under a judicial decision. Chapter 10 provides for guarantees of human rights and freedoms (equality of men and women, protection of minors, disabled and elderly persons). According to Chapter 13, trade unions shall be registered as prescribed by the law and have the status of public associations. They shall express and protect socio-economic rights and interests of workers and their membership is optional. Numerous provisions concern the organization of the State.

    As amended to the Third Amendment Act, 1983. The national language is Bislama; the official languages and languages of education shall be French and English. Chapter 2 contains fundamental rights and duties, including the right to life, liberty, and protection of the law; freedom of expression, assembly, religion and movement, as well as freedom from inhuman treatment and forced labour. Duties include the duty to work in "socially useful employment and, if necessary, to create ...legitimate opportunities for such employment." Chapter 3 governs citizenship; Chapter 4 Parliament; Chapter 5 the National Council of Chiefs; Chapter 6 the Head of State (the President); and Chapter 7 the Executive (Prime Minister). The judiciary is set forth in Chapter 8, including the Supreme Court. Chapter 9 relates to the public service, including the post of an Ombudsman. Chapter 10 governs emergency powers, allowing the promulgation of measures "justifiable in a democratic society," as long as they do not derogate from the right to life and freedom from inhuman treatment and forced labour (art. 69). Chapter 12 stipulates that land belongs to indigenous custom owners. Existing law shall remain in effect (s. 93).

    Posee un preámbulo y nueve títulos, a saber, respectivamente: Título I: Principios Fundamentales; Título II: Del espacio geográfico y la división política; Título III: De los derechos humanos y garantías, y de los deberes; Título IV: Del poder público; Título V: De la Organización del Poder Público Nacional; Título VI: Del Sistema Socio-Económico; Título VII: De la Seguridad de la Nación: Título VIII:De la protección de esta constitución; Título IX: De la Reforma Constitucional. Entre sus principios fundamentales establece que la educación y el trabajo son los procesos fundamentales para alcanzar los fines esenciales de defensa y desarrollo de la persona y su dignidad. En su artículo 79 afirma que el Estado creará oportunidades para estimular el tránsito productivo de los jóvenes hacia la vida adulta, en especial para la capacitación y acceso al primer empleo.En los artículos subsiguientes se refiere a la obligación del Estado de proveer a los beneficios de la seguridad social de los ancianos, de garantizar la equiparación de oportunidades y condiciones laborales satisfactorias a las personas con discapacidad, de garantizar el derecho a la salud a través de un sistema de seguridad social regido por los principios de gratuidad, universalidad, integralidad, equidad, integración social y solidaridad, dejando claro que el financiamiento del sistema público nacional de salud es obligación del Estado. En el artículo 87 declara que toda persona tiene derecho al trabajo y el deber de trabajar y que el Estado garantizará la adopción de las medidas necesarias para que toda persona pueda obtener ocupación productiva que le proporcione una existencia digna y le garantice el pleno ejercicio de este derecho. Por lo tanto, considera que el trabajo es un hecho social que gozará de la protección del Estado, disponiendo en la ley lo necesario para mejorar las condiciones materiales, morales e intelectuals de los trabajadores trabajadoras, obligación para cuyo cumplimiento el Estado establece determinados principios. Garantiza también la equidad e igualdad de hombres y mujeres en el ejercicio del derecho al trabajo. Desde el artículo 90 al 97 se prescriben distintos aspectos de los derechos de los trabajadores. Por último, el capítulo VII hace especial mención a los derechos de los pueblos indígenas.

El art. 76 establece que todos tienen derecho a la protección de la salud, el art. 77 que el Estado propenderá a mejorar las condiciones de vida de la población campesina, el art. 78 consagra el derecho a la educación y los artículos 84 a 94 enuncian normas de protección al trabajador: Todos tienen derecho al trabajo, el trabajo será objeto de protección especial, todos los trabajadores disfrutarán de descanso semanal remunerado y de vacaciones pagas en conformidad con la ley, la ley garantizará igual salario para igual trabajo, sin discriminación alguna, fijará la participación que debe corresponder a los trabajadores en los beneficios de la empresa, etc. Se consagra el derecho de huelga, la protección especial a la mujer y al menor trabajadores, etc. La ley favorecerá el desarrollo de las relaciones colectivas de trabajo y establecerá el ordenamiento adecuado para las negociaciones colectivas; los sindicatos de trabajadores y los de patronos no estarán sometidos a otros requisitos para su existencia y funcionamiento que los que establezca la ley con el objeto de asegurar la mejor realización de sus funciones propias y garantizar los derechos de sus miembros.

Article 1 defines the Republic of Yemen as an "Arab Islamic State" in which, according to Article 2 "Islam is the religion of the State" and the Shari'a is to be the foundation of the legal system and the legislation. Article 5 states that the political system shall be established on a political pluralism and multi-party basis. Part Two concerns the basic rights and obligations of citizens. Article 40 provides that all citizens are to be equal in rights and duties. In Article 57, the right to form associations and to be a member of political, professional, scientific, social and cultural associations and unions is acknowledged but this is done "to serve the objectives of the Constitution". Part Three regulates the distribution of State powers. Part Four governs the emblem, flag and national anthem of the Republic and Part Five concerns amendment to the Constitution and general provisions.

Amendments to Part IV (The Executive) stricten the requirements to be President and broaden the powers of the National Assembly with regard to removing the President on grounds of incapacity. Also makes amendments to Parts V and VI, which regard the Legislature and the Judiciary respectively. The Act also inserts a number of new Parts into the Constitution. Inter alia, a new Part VII provides for the Defence Force, Police Force, Prison Service, and the Security Intelligence Service. Part VIII provides for local government. Part IX set forth principles of state policy and duties of citizens. The State shall endeavour to provide employment for the population and social benefits for the aged, the disabled, and other disadvantaged persons. The State shall also recognise the right to fair labour practices and safe and healthy working conditions. Part XII provides for an autonomous Human Rights Commission.
