Establishes the rights of persons with disabilities, including children with disabilities, determines the guarantees for the exercise of their rights, ensuring equality and non-discrimination on the basis of disability, and is aimed at improving the quality of life of persons with disabilities, creating and ensuring appropriate conditions for the full and equal participation of persons with disabilities in the life of society, as well as for the prevention of disability.
