    Requires developers of projects set out in Schedule 1 to provide an environmental project brief to the Environmental Council of Zambia. If the Council finds that the project will have a significant impact on the environment, it may require the developer to submit an environmental impact statement. Development plans which require briefs or impact statements include projects involving urban development, transportation, dams, rivers, mining, waste disposal, forestry, manufacturing, and certain types of agricultural activity. Briefs or statements shall address the impact of a project on biological diversity, sustainable use of land, and society, including effects on employment, migration and the local economy.

    Provides significant amendments to the Zambian Constitution. A new Preamble recognizes the equal worth of men and women and defines Zambia as a "Christian nation" with freedom of religion. Removes the entitlement from Art. 6 which allows a person married to a Zambian to apply to be registered as a citizen. Amendments to Part IV (The Executive) stricten the requirements to be President and broaden the powers of the National Assembly with regard to removing the President on grounds of incapacity. Also makes amendments to Parts V and VI, which regard the Legislature and the Judiciary respectively. The Act also inserts a number of new Parts into the Constitution. Inter alia, a new Part VII provides for the Defence Force, Police Force, Prison Service, and the Security Intelligence Service. Part VIII provides for local government. Part IX set forth principles of state policy and duties of citizens. The State shall endeavour to provide employment for the population and social benefits for the aged, the disabled, and other disadvantaged persons. The State shall also recognise the right to fair labour practices and safe and healthy working conditions. Part XII provides for an autonomous Human Rights Commission.

    Provides for copyright in literary, musical and artistic works, computer programmes, audiovisual works, sound recordings, broadcasts and cable programmes. Also makes provision for rights in performance. Section 10 regulates first ownership of copyright. Inter alia establishes that first ownership of copyright shall be subject to agreement under subsection 11(3) to assign ownership of copyright expected to arise in the future.
