Small businesses with sole proprietors are subject to registration with the local public authorities. The State guarantees to small businesses equal opportunities for access to material, financial, labour and other resources.

    Chapter 5 of Criminal Code provides for offences against family, youth and morality. These include involvement of minors in anti-social conduct, carnal relationship with a person below age of 16, lecherous acts against person below age of 16, production and dissemination of pornographic objects, and keeping of brothels. Chapter 6 deals with offences against freedom, honour and dignity. These include recruitment for purpose of exploitation, abduction, and forced illegal custody. Article 148 provides for violation of right to work. Such violation may result from knowingly illegal layoffs, and knowingly illegal refusal to employ or dismiss a woman due to maternity or child care.

    Chapter 5 provides for administrative responsibility for offences against citizens' rights and freedoms. Article 49 of this chapter deals with infraction of labour legislation by an official of labour and occupational safety legislation, denial of engagement of citizens sent by local labour organs, and administrative constraint to perform work. Chapter 16 makes provision for administrative responsiblity for offences against established order of gonvernance. Article 229 of this part establishes penalty for concealment of vacancies and for untimely submission of information concerning forthcoming dismissal of worker. Article 255 regulates jurisdiction of state legal and technical labour inspectors.

    According to section 34, all Uzbek citizens shall have the right to form trade unions, political parties and any other public associations. Chapter 9 dealing with economic and social rights provides for the right to employment (free choice is guaranted), the right to social security (old age and disability benefits), the right to medical care and education. Pensions, allowances and other welfare benefits may not be lower than the officially fixed minimum subsistence wage. It entitles workers to paid rest, to fair conditions of labour and to protection against unemployment. It also prohibits forced labour, except as punishment under a judicial decision. Chapter 10 provides for guarantees of human rights and freedoms (equality of men and women, protection of minors, disabled and elderly persons). According to Chapter 13, trade unions shall be registered as prescribed by the law and have the status of public associations. They shall express and protect socio-economic rights and interests of workers and their membership is optional. Numerous provisions concern the organization of the State.

Establishes the procedure for examining petitions for granting, restoring or renouncing Uzbek nationality.
