    "Landmark legislation" which sets minimum safety standards covering computer workers in businesses with 15 or more employers in order to reduce the risks associated with prolonged computer use, including eye strain, muscle fatigue and carpal tunnel syndrome, an injury that can incapacitate the hand and often requires surgery. The Ordinance requires adjustable chairs and terminal displays, detachable keyboards, correct lighting levels and noise reduction of impact printers. Employers who do not provide rest breaks every two hours will have to provide 15 minutes of alternative work or a written explanation if no such work is available. Full compliance would have to be achieved within four years of entry into force.

    Amends the Fair Labor Standards Act of 1938 in respect of the minimum wage, the definition of "Enterprise engaged in commerce or in the production of goods for commerce", certain technical and conforming matters, and provisions relating to special industry committees in Puerto Rico, Virgin Islands and American Samoa. Section 6 makes amendments in relation to the training wage, limitation on work hours, and enforcement provisions. Section 7 amends the maximum hour exemption for employees receiving medical education.

    This rule contains procedures for contributions to, and withdrawals from, the annual leave bank. The voluntary leave bank programme, established by the Office of Personnel Management, permits employees in approved executive agencies to contribute annual leave to leave banks for the use of leave bank members in medical or family medical emergency situations.

Intended to prevent accidents, injuries, and property damage.

    This rule sets forth regulations to require motor carriers who operate commercial motor vehicles in interstate commerce to have an anti-drug programme including testing of commercial motor vehicles drivers for the use of controlled substances. The rule is intended to insure a drug-free motor carrier workforce and to eliminate drug use and abuse in the motor carrier industry.

    Amends title 5 of the US Code to permit federal employees to voluntarily transfer leave entitlements where needed because of a medical or other emergency situation. Also provides for setting up the voluntary leave bank programme, in which each agency establishing a leave bank shall have a leave bank board with a minimum of three members, at least one of whom shall represent a labour organisation or employee group.

    Implements sections 2 to 6 of the Fair Labor Standards Amendments of 1985 (Public Law 99-150) concerning the application of the minimum wage and overtime pay provisions of the Fair Labor Standards Act (see LS 1966 - USA 1 (cons.)) to state and local government employees. Subpart A contains rules on certain statutory exclusions and exemptions, compensatory time provisions and recordkeeping requirements. Subpart B defines the status of volunteers who are excluded from the definition of "employee" under the Act, and Subpart C concerns fire protection and law enforcement personnel.

    An Act to strengthen efforts by the federal government to eradicate illicit drug traffic and use, to establish effective programmes for drug abuse prevention, education and rehabilitation, and other matters. Title VI (the Federal Employee Substance Abuse and Education Act of 1986) calls upon the Office of Personnel Management to develop programmes of prevention, treatment and rehabilitation for drug abuse, alcohol abuse and alcoholim amoung federal employees (sections 6001-6006 of the main Act). Under section 4303, the Secretary of Labor is to collect information on the incidence of drug abuse in the workplace generally. Operation of a common carrier (bus, airplane, etc.) under the influence of drugs or alcohol incurs a fine or imprisonment (section 1971 of the main Act).

    Executive Order concerning Drug-Free Federal Workplace (No. 12564)

    Inter alia, this Executive Order requires federal employees to refrain from using illegal drugs, whether on or off duty. It calls upon the head of each agency to establish a policy and a programme to test for the use of illegal drugs by employees in sensitive positions (as defined in the Order), other employees under certain circumstances, as well as any applicant for employment. Agencies shall, in addition to taking any appropriate personnel action, refer a drug-using employee to an assistance programme for counseling and to treatment or rehabilitation, as appropriate. Any action to discipline an employee shall be taken in compliance with otherwise applicable procedures, including the Civil Service Reform Act.
