The Act gives effect to article 50 (4) of the Constitution by providing for the procedure of enforcing human rights under Chapter Four of the Constitution.

Establishes the Commission, which is to inquire into all aspect of violation of human rights and related practices committed against persons in Uganda by the regimes in power during the period from 9 Oct. 1962 to 25 Jan. 1986 and to recommend possible ways of preventing a recurrence.
