An Act to amend the Constitution of the Republic of Uganda in accordance with articles 259 and 262 of the Constitution; to prescribe a procedure for the removal of members of the Electoral Commission, similar to the procedure for the removal of judicial officers; to require the Electoral Commission to hold a by-election within sixty days from the date of notification of a vacancy of a member of Parliament by the Clerk to Parliament; to require the registrar of a court declaring the seat of a member of Parliament vacant to transmit the judgment to the Clerk to Parliament within ten days after the declaration; to permit floor crossing in Parliament by members of Parliament within twelve months before the end of the term of Parliament; to provide for the Judicial Service Commission to appoint certain staff of the judiciary; and for related matters.

Amends the Constitution to provide for Kampala as the capital city of Uganda. Provides for the districts of Uganda. Provide that subject to the existence of regional governments the system of local government in Uganda shall be based on a district as a unit. Provides for the creation of regional governments as the highest political authority in the region with political, legislative, executive, administrative and cultural functions in the region and to provide for the composition and functions of the regional governments. Provides for regional assemblies for each regional government. Provides for grants for districts not forming regional governments. Replaces the Fifth Schedule to provide for details relating to regional governments. Amends article 189 to recognize the functions and services of regional governments.

Provides for the independence of the Auditor General and procedure for his or her removal. Provides for the creation and functions of special courts to handle offences relating to corruption. Establishes and prescribes the function of a Leadership Code Tribunal. Provides for the control of minerals and petroleum. Provides for the holding of referenda generally.

An Act to amend, consolidate and streamline the existing law on local governments in line with the Constitution to give effect to the decentralisation and devolution of functions, powers and services; to provide for decentralisation at all levels of local governments to ensure good governance and democratic participation in, and control of, decision making by the people; to provide for revenue and the political and administrative setup of local governments; and to provide for election of local councils and for any other matters connected to the above.

A lengthy introduction sets forth National Objectives and Directive Principles of State Policy. These include the protection of human rights, gender balance and fair representation of marginalised groups, the right to development, recognition of the role of women in society, and the recognition of the dignity of persons with disabilities. These principles are further enumerated in Chapter IV, which provides for the right to life (except in cases of death penalty), liberty, property and privacy, freedom of religion, expression and assembly. The State shall take affirmative action in favour of "marginalised" groups and women (Arts. 32 and 33). Under a state of emergency there shall be no derogation from the right to an order of habeas corpus and a fair hearing, nor from the freedom from slavery and torture. Art. 51 establishes a Uganda Human Rights Commission with the function of investigating human rights abuses. Chapters 6-8 cover the Legislature, the Executive and the Judiciary respectively. Chapter 10 relates to the Public Service; Chapter 12 deals with National Security, including the Uganda Police Force. Chapter 16 provides for limited powers of traditional leaders. The operation of existing laws shall not be affected by the coming into force of the Constitution (Art. 273).

Repeals the Constitutional Cases (Fundamental Rights and Freedoms) Rules. Made under the Judicature Act, 1967.
