    The 21 regulations are divided into 5 Parts: Preliminary (I); Permissible noise Levels (II); Control and Mitigation of Noise (III); Licence for Noise in Excess of Permission Noise Levels (IV); Enforcement (V).
    The object of these Regulations is to: prescribe the maximum permissible noise levels (Schedule 1) from a facility or activity to which a person may be exposed; (b) provide for the control of noise and for mitigating measures for the reduction of noise; and (c) generally to give effect for the provisions of section 29 of the National Environment Statute. A local council may, in accordance with the Local Governments Act, 1997, make laws regulating noise and vibration pollution consistent with the National Environment Statute. Functions of the District Environment Committees are defined in regulation 5.

    National Environment (Management of Ozone Depleting Substances and Products) Regulations, 2001 (S.I. No. 63 of 2001). - Legislation on-line

    The object of these Regulations is to: (a) regulate production, trade and use of controlled substances and products; (b) provide a system of data collection that will facilitate compliance with relevant reporting requirements under the Protocol; (c) promote the use of ozone friendly substances, products, equipment and technology, and (d) ensure the elimination of substances and products that deplete the ozone layer. Importation of exportation of controlled products (First Schedule) or controlled substances (Second Schedule) requires a license granted by the issue of the Executive Director. The Executive Director shall issue licenses only to applicants that have adequate and appropriate facilities and equipment to handle a controlled substance or product without causing damage to the environment. A register shall be kept of all licenses. A person who buys or receives a controlled substance or product shall sign the end-user declaration Form set out in the Fifth Schedule.

    These Regulations shall apply to all projects listed in the Third Schedule to these Regulations and major repairs, extensions, or routine maintenance of existing projects included in the Schedule (reg. 3). The Technical Committee on Environment Impact Assessment established under section 11 of the Environment Statute of 1995 shall provide advice to the Board and Executive Director of the National Environment Management Authority on technical issues related to environmental impact assessment (reg. 4). A developer shall prepare a project brief stating the information included in regulation 5. Such briefs shall be submitted to the Executive Director (reg. 6). The lead agency, which is an agency to whom the Authority delegates its functions under comma 2 of section 7 of the Statute, shall make comments on the brief in accordance with procedures laid down in regulation 7. The project brief shall be approved by the Director if no major impact on the environment results from the brief or if the brief discloses sufficient mitigation measures to cope with possible effects on the environment (sect. 9). Sections 10 to 12 deal with environmental impact studies upon the completion of which a developer shall make an environmental impact statement in accordance with sections 13 to 16. Sections 17 to 23 make provision for the review of the environment impact statement, whereas sections 24 to 28 deal with decisions of the Director on such statements. The last part of the Regulations (regs. 29-39) provides for access to information contained in environment documentation referred to in these Regulations and for some miscellaneous matters.

    A lengthy introduction sets forth National Objectives and Directive Principles of State Policy. These include the protection of human rights, gender balance and fair representation of marginalised groups, the right to development, recognition of the role of women in society, and the recognition of the dignity of persons with disabilities. These principles are further enumerated in Chapter IV, which provides for the right to life (except in cases of death penalty), liberty, property and privacy, freedom of religion, expression and assembly. The State shall take affirmative action in favour of "marginalised" groups and women (Arts. 32 and 33). Under a state of emergency there shall be no derogation from the right to an order of habeas corpus and a fair hearing, nor from the freedom from slavery and torture. Art. 51 establishes a Uganda Human Rights Commission with the function of investigating human rights abuses. Chapters 6-8 cover the Legislature, the Executive and the Judiciary respectively. Chapter 10 relates to the Public Service; Chapter 12 deals with National Security, including the Uganda Police Force. Chapter 16 provides for limited powers of traditional leaders. The operation of existing laws shall not be affected by the coming into force of the Constitution (Art. 273).

    Amends the Trial on Indictments Decree 1971, so as to minimise the period of remand preceding the trial by the High Court of an accused person, to require that an accused person is provided with a summary of the prosecution case and sufficient notice prior to trial and to regulate the grant of bail for serious offences such as rape, defilement and the issuing of false cheques.
