    In its article 22.1, Law No. 10/2004 of 24 November on Heath System provides that, under exceptional circumstances, health care may be sought abroad in order to guarantee health care to beneficiaries of the national health system. This statute regulates the health care which, for lack of technical and human resources in the country, can only be provided abroad.
